Operations section chief (Osc) (E/l196)<br />
This course is designed <strong>for</strong> FEMA staff who have the<br />
title of Operations Section Chief (trainee or above) or<br />
Branch Director in ADD. The course is intended to be<br />
a component of the OSC credentialing process and<br />
provide the classroom training portion to prepare<br />
and enhance the participant’s knowledge and skills<br />
as a Type II OSC in a Type II disaster.<br />
Course objectives:<br />
1. Define the responsibilities and tasks as outlined<br />
in the OSC Position Task Book (PTB).<br />
2. Demonstrate knowledge of the legal<br />
framework/policies relevant to the OSC.<br />
3. Demonstrate the role of the OSC in the Incident<br />
Action Planning Process.<br />
4. Identify the OSC decisionmaking steps in<br />
responding to request <strong>for</strong> Federal assistance.<br />
5. Provide solutions to operations issues regarding<br />
FEMA disaster programs and dealing with the<br />
other JFO sections.<br />
6. Apply knowledge and skills obtained in the<br />
course to a simulated Type II disaster scenario.<br />

E347, Introduction to Mission Assignment (MA) Processing;<br />

to Disaster Response Operations; IS 101, Deployment Basics:<br />
Federal Disaster Work<strong>for</strong>ce Readiness; IS 293, Mission<br />
Assignment (MA) Overview; and IS 800.b, National<br />
Response Framework (NRF), An Introduction.<br />
Selection Criteria: Participants should have served<br />
as: a deputy OSC (or OSC) on a Type III Disaster<br />
(two deployments); branch director (<strong>Emergency</strong><br />
Services/Individual Assistance or Public Assistance)<br />
on a Level II or I disaster (two deployments); and<br />
have a written recommendation/endorsement by<br />
the DOD Division Director or FEMA Headquarters.<br />
Debris task <strong>for</strong>ce leader (E200)<br />
This course is designed <strong>for</strong> FEMA disaster recovery<br />
staff, PA Technical Assistance Contractors (TAC),<br />
and other Federal agency staff selected by FEMA<br />
to manage FEMA PA debris operations. The course<br />
is designed to enable participants to develop and<br />
implement an effective FEMA debris operations<br />
strategy by using the tools and in<strong>for</strong>mation provided<br />
during the course.<br />

Required: E/L201, Debris Technical Specialist.<br />

Debris technical specialist (E/l201)<br />
This course addresses duties and responsibilities <strong>for</strong><br />
managing, overseeing, or monitoring debris removal<br />
during disaster response and recovery. It prepares<br />
FEMA field staff <strong>for</strong> the resolution of debris removal<br />
issues after a disaster declaration.<br />
Selection Criteria: FEMA Public Assistance (PA) Group<br />
Supervisors, PA Task Force Leader, Public Assistance<br />
Coordinator (PAC) Crew Leader, PA Project Specialist,<br />
and PA Technical Specialist.
