Human resources (Hr) Operations<br />

The purpose of this course is to provide Human<br />

Resources Unit leaders, HR Unit managers,<br />

and supervisors on a disaster operation with<br />

the knowledge and skills required to per<strong>for</strong>m<br />

management and leadership responsibilities more<br />

effectively and with greater confidence.<br />

After completing this course, participants will be<br />

able to:<br />

• Explain how the relationship theory can<br />

contribute to a greater understanding of self<br />

and others within the context of the disaster<br />

operations environment.<br />

• Apply appropriate leadership styles to specific<br />

disaster situations.<br />

• Apply strategies <strong>for</strong> effective communication in<br />

disaster operations.<br />

• Apply strategies <strong>for</strong> managing the per<strong>for</strong>mance<br />

and conduct of disaster staff.<br />

• Practice useful techniques <strong>for</strong> building<br />

and maintaining cohesive teams in disaster<br />

operations.<br />

• Describe the disaster manager’s role in managing<br />

stress in disaster operations.<br />

Selection Criteria: The target audience <strong>for</strong> this course<br />

includes managers and supervisors of FEMA’s Human<br />

Resources Cadre (from both Headquarters and the<br />

Regions). The course will be offered to Permanent Full-<br />

Time (PFT) employees, Cadre of On-call Response<br />

Employees (CORE), and Disaster Reservists. All must have<br />

had at least one disaster assignment as an HR Unit Leader<br />

or HR Unit Manager be<strong>for</strong>e attending the course.<br />

This course prepares FEMA Community Relations<br />

(CR) and External Affairs staff who will be responsible<br />

<strong>for</strong> compiling individual daily CR field reports<br />

sent to the Joint Field Office (JFO) and supplying<br />

this up-to-date in<strong>for</strong>mation to other <strong>Emergency</strong><br />

Response Team (ERT) elements.<br />

Selection Criteria: The primary audience is limited to<br />

CR specialists and other members of External Affairs<br />

who will be responsible <strong>for</strong> compiling, tracking,<br />

and generating daily field reports at the JFO. This<br />

course will be offered to Permanent Full-Time (PFT)<br />

employees, CORE, and Disaster Reservists.<br />

Required: IS 100.a, Introduction to the Incident Command<br />

• Served in a reporting techniques role at the JFO.<br />
