The purpose of this course is to build on the solo PIO<br />

competencies gained in the Basic Public In<strong>for</strong>mation Officer<br />

(PIO) (G290) course to applying those skills in an<br />

expanding incident where coordination is enhanced<br />

through the establishment of a Joint In<strong>for</strong>mation<br />

System (JIS)/Joint In<strong>for</strong>mation Center (JIC).<br />

This training will equip PIOs with the skills needed<br />

to establish and operate in a JIS/JIC. Participants<br />

will also gain a working knowledge of operational<br />

practices <strong>for</strong> per<strong>for</strong>ming PIO duties within the<br />

NIMS multiagency coordination system. The course<br />

will demonstrate how JIC concepts are applied in a<br />

flexible and scalable manner at the local levels.<br />

fEma/federal partners <strong>courses</strong><br />

Every year natural disasters cause hundreds of deaths,<br />

displace thousands, and cause more than $50 billion<br />

in damages. Some of these disasters are of a magnitude<br />

that the President determines Federal assistance is<br />

warranted. When this occurs, FEMA provides disaster<br />

assistance <strong>for</strong> individuals and their communities as<br />

directed under its statutory authority, the Robert T.<br />

Staf<strong>for</strong>d Disaster Relief and <strong>Emergency</strong> Assistance Act.<br />

To carry out the provisions of the Staf<strong>for</strong>d Act and<br />

the Post-Katrina <strong>Emergency</strong> <strong>Management</strong> Re<strong>for</strong>m Act<br />

(PKEMRA) of 2006 requires FEMA to maintain a welltrained<br />

disaster work<strong>for</strong>ce. The work<strong>for</strong>ce must be<br />

capable of per<strong>for</strong>ming their jobs in a unified ef<strong>for</strong>t<br />

to accomplish a shared mission that involves other<br />

Federal agencies; local, State, and Tribal governments;<br />

voluntary agencies; and the private sector. The FEMA<br />

Disaster Work<strong>for</strong>ce is comprised of Permanent Full-<br />

Time (PFT) employees with collateral disaster duties,<br />

Cadre of On-call Response Employees (CORE), and<br />

intermittent Disaster Reservists. The work is per<strong>for</strong>med<br />

at FEMA’s Joint Field Offices (JFOs), Regional Response<br />

Coordination Centers (RRCCs), National Response<br />

Coordination Center (NRCC), and other sites that<br />

support disaster response and recovery operations.<br />

To build the capabilities of FEMA’s Disaster Work<strong>for</strong>ce,<br />

EMI offers a robust curriculum of disaster operations<br />

and recovery training. This training is aligned to the<br />

various positions within FEMA’s 23 disaster cadres. The<br />

<strong>courses</strong> focus on tactics, techniques, and procedures that<br />

are required to carry out programmatic and functional<br />

responsibilities. They also provide participants the<br />

opportunity to hone the skills required <strong>for</strong> interagency<br />

and intergovernmental planning and operations.<br />

Included in the curriculum are <strong>courses</strong> on the Public<br />

Assistance Program, Individual Assistance Program,<br />

Operations including Mission Assignments, Logistics,<br />

Planning, Safety, Security, External Affairs, and Finance<br />

Administration. The <strong>courses</strong> are offered in residence,<br />

at the FEMA Regional Offices, and at various locations<br />

set up in support of disaster operations. Only those<br />

who meet the required prerequisites and selection<br />

criteria are eligible to attend the training.
