This course is designed to provide FEMA Planning<br />
Section personnel with the knowledge and abilities<br />
to operate in the Plans Support Unit during a disaster<br />
operation. It is an intermediate-level course, with<br />
a high intensity of exercises and work projects to<br />
be completed in order to pass. Topics covered<br />
include incident action planning, strategic planning,<br />
contingency planning, and demobilization planning.<br />
Selection Criteria: Planning personnel who have an<br />
assignment and responsibility in the Plans Support<br />
Unit. Participants who sign up <strong>for</strong> this course should<br />
have been deployed <strong>for</strong> at least 45 days within this<br />
area. All nominations will be submitted through the<br />
FEMA Regional Training Managers.<br />

This course is designed to educate Public Assistance<br />
staff about the use of mitigation assistance provided<br />
under Section 406 of the Robert T. Staf<strong>for</strong>d Act.<br />
Course topics include coordination with other<br />
Federal programs, hazard mitigation methods and<br />
practices, mitigation measures by disaster type,<br />
benefit-cost analysis, and document preparation.<br />
Selection Criteria: FEMA Public Assistance (PA) Group<br />
Supervisors, PA Task Force Leader, PAC Crew Leader,<br />
PA Project Specialist, PA Technical Specialist, and<br />
State/Tribal staff responsible <strong>for</strong> administering the<br />

This is a basic Public Affairs course <strong>for</strong> all new FEMA<br />
Disaster Reservists entering the External Affairs Cadre<br />
with a specialty in the Public Affairs component,<br />
as well as Disaster Reservists assigned to other<br />
External Affairs cadres who need cross-training. At<br />
the conclusion of the course, participants will have<br />
a basic understanding of the process and procedures<br />
of FEMA Products and Planning as well as operations<br />
of the FEMA Joint In<strong>for</strong>mation Center.<br />
This course is offered concurrently with E/L/B753,<br />
Policy, Procedure, and Practice <strong>for</strong> External Affairs–Capstone.<br />
