Discussion-based Exercise Design<br />
and Evaluation (E132)<br />
This course is designed <strong>for</strong> Master Exercise<br />
Practitioner Program (MEPP) Candidates exercise<br />
staff to acquire knowledge and skills and to<br />
demonstrate proficiencies necessary to successfully<br />
complete the five phases of the exercise process<br />
<strong>for</strong> discussion-based exercises. Participants are<br />
introduced to the Homeland Security Exercise and<br />
Evaluation Program (HSEEP) doctrine, terminology,<br />
and practices. A wide variety of instructional<br />
strategies—including classroom lectures, exercise<br />
case studies, exercise workshops, and per<strong>for</strong>mancebased<br />
proficiency demonstrations—are used to<br />
challenge the participants to function effectively<br />
in exercise planning teams using HSEEP tools and<br />
templates. Team members must then conduct these<br />
exercises in simulated exercise environments, and<br />
complete the exercise evaluation and improvement<br />
planning phases of the exercise process. Exercise<br />
activities include the conduct of exercise s<strong>emi</strong>nars,<br />
workshops, and tabletop exercises. At the conclusion<br />
of the course, participants are given instructions<br />
and guidance to complete a take-home Proficiency<br />
Demonstration (PRODEM), which must be<br />
completed and submitted at the beginning of the<br />
second MEPP course.<br />

Selection Criteria: Participation in this course is limited<br />
to EMI Resident MEPP Candidates. EMI Resident MEPP<br />
Candidates are selected from all levels of government<br />
(local, State, Trust Territories, Tribal Nations, the<br />
Department of Homeland Security [DHS], and other<br />
Federal agencies) and are representative of emergency<br />
management/emergency services personnel whose<br />
responsibilities include emergency management<br />
exercises. This includes exercise training officers;<br />
emergency managers; emergency services personnel<br />
from fire, emergency medical, hospitals, public/<br />
environmental health, law en<strong>for</strong>cement, public<br />
works/utilities, community service/volunteer<br />
agencies; and private entities who participate in<br />
emergency services/emergency management<br />
exercise planning teams, design and development,<br />
control/simulation, and evaluation teams or manage<br />
exercise programs.<br />

Operations-based Exercise Design<br />
and Evaluation course (E133)<br />
This second required course <strong>for</strong> Master Exercise<br />
Practitioner Program (MEPP) Candidates focuses on<br />
the knowledge, skills, and proficiency demonstrations<br />
necessary to successfully complete the five phases of<br />
the exercise process <strong>for</strong> an operations-based exercise.<br />
A wide variety of instructional strategies—including<br />
classroom lectures, exercise workshops, and<br />
per<strong>for</strong>mance-based proficiency demonstrations—<br />
are used to challenge the participants to function<br />
effectively in exercise planning teams using HSEEP<br />
tools and templates. Participants must master basic<br />
control/simulation concepts and principles to<br />
structure a simulation cell (SIMCELL), design and<br />
develop a simple functional exercise, and then<br />
successfully conduct the exercise in a simulated<br />
exercise environment. Team members are also<br />
challenged to complete exercise evaluation and<br />
improvement planning phases of the exercise process.<br />
