mitigation field Operations (E203)<br />

This course provides a healthy learning environment<br />

in which participants acquire management skills and<br />

adopt leadership principles to create and accomplish<br />

the Hazard Mitigation Strategy in a disaster. Experienced<br />

hazard mitigation supervisors <strong>for</strong> this course must<br />

be nominated by the Regional Cadre Coordinator<br />

and/or Regional Mitigation Division Director <strong>for</strong> this<br />

training. The course is highly interactive, encouraging<br />

peer discussion across the Regions.<br />

Selection Criteria: FEMA employees approved by the<br />

Regional Hazard Mitigation Cadre Coordinator.<br />

Prerequisites:<br />

Required: Successful completion of E778, Joint Field<br />

Office (JFO) Middle Managers Training, course exam<br />

and/or DF-128, Introduction to Hazard Mitigation Field<br />

Operations.<br />

Course Length: 5 days<br />

Operations training (E206)<br />

This course provides a practical, applicationbased<br />

learning experience that enables participants<br />

to effectively deliver Hazard Mitigation <strong>courses</strong><br />

and workshops to the Hazard Mitigation disaster<br />

work<strong>for</strong>ce. This course is intended only <strong>for</strong> FEMA<br />

Hazard Mitigation Branch staff identified by their<br />

Region to serve as lead or support instructors <strong>for</strong><br />

Hazard Mitigation Branch <strong>courses</strong> and workshops<br />

at disasters. Hazard Mitigation Branch training<br />

coordinators also are included in the training audience.<br />

Ideally, participants should have completed Introduction<br />

to Hazard Mitigation Field Operations and any other <strong>courses</strong><br />

or workshops they expect to conduct or coordinate<br />

at a disaster. This 4 day course is conducted at the<br />

<strong>Emergency</strong> <strong>Management</strong> <strong>Institute</strong> (EMI).<br />

Selection Criteria: FEMA employees approved by the<br />

Regional Hazard Mitigation Cadre Coordinator.<br />

Course Length: 4 days<br />

fundamentals of building science (E312)<br />

This course provides current in<strong>for</strong>mation on state-ofthe-art<br />

disaster-resistant building science practices.<br />

In addition, this offering has a secondary purpose of<br />

providing updated in<strong>for</strong>mation based on participant<br />

requests from previous offerings.<br />

Selection Criteria: The audience <strong>for</strong> this course is<br />

on-call FEMA disaster response staff, known as<br />

Disaster Assistance Employees (Disaster Reservists),<br />

and FEMA Permanent Full-Time (PFT) employees<br />

whose work assignments require disaster-resistant<br />

building science knowledge. Only those participants<br />

nominated by their Regions will be enrolled.<br />

Executive Orders (EO) 11988 and 11990<br />

floodplain management and protection<br />

of wetlands train-the-trainer (ttt) (E247)<br />

Executive Order (EO) 11988 on Floodplain<br />

<strong>Management</strong> requires Federal agencies to avoid<br />

actions in or adversely affecting floodplains and<br />

wetlands unless there is no practicable alternative.<br />

EO 11988 establishes an eight-step process that<br />

agencies should carry out as part of their decisionmaking<br />

on projects that have the potential to impact<br />

floodplains. This course is designed to prepare<br />

Environmental and Historic Preservation (EHP) staff<br />

<strong>for</strong> the field delivery of E727, Executive Order 11988—<br />

Floodplain <strong>Management</strong> Training, to the EHP Cadre, and<br />

focuses on effective training strategies.<br />
