attendance/substitution/cancellation<br />

Once accepted, participants are expected to attend all<br />

sessions of each course, s<strong>emi</strong>nar, or workshop. Those<br />

who do not attend all sessions will not receive course<br />

completion certificates and will not be reimbursed<br />

under the Student Stipend Program.<br />

If an organization must cancel an accepted participant,<br />

the organization may request substitution of an<br />

equally qualified person. This request must be made in<br />

writing at the same time as the cancellation and must<br />

be accompanied by a completed General Admissions<br />

Application Form <strong>for</strong> the substitute. Requests <strong>for</strong> substitutions<br />

<strong>for</strong> EMI <strong>courses</strong> must be submitted through the applicable State<br />

emergency management office. If a last-minute cancellation<br />

is necessary, please call the NETC Admissions Office at<br />

(301) 447 1035 or (800) 238 3358 (extension 1035).<br />

Dress policy<br />

When attending EMI classes, it is each participant’s<br />

responsibility to use good judgment in selecting attire<br />

that projects a professional image and is appropriate<br />

<strong>for</strong> both the local climate differences and classroom<br />

activities. If EMI staff determine that a participant’s<br />

attire is inappropriate, the participant will be required<br />

to change into more appropriate clothing be<strong>for</strong>e<br />

being allowed to continue class.<br />

costs/stipends/reimbursements<br />

There are no tuition fees <strong>for</strong> EMI on-campus or offsite<br />

<strong>courses</strong>. All instruction, course materials, and<br />

housing (<strong>for</strong> most participants) are provided at no<br />

cost. Participants from other countries, other Federal<br />

agencies, and most participants from private industry<br />

or contractors to State, local, or Tribal governments<br />

must pay their own transportation and lodging fees.<br />

All participants are responsible <strong>for</strong> the cost of cafeteria<br />

meals provided and <strong>for</strong> personal, incidental expenses.<br />

Stipend reimbursement is limited to three trips <strong>for</strong><br />

each participant per fiscal year. (This restriction<br />

does not apply to participants who are employees of<br />

State, local, and Tribal offices of emergency services,<br />

or those enrolled in the Master Trainer Program or<br />

Master Exercise Practitioner Program.) You must<br />

purchase a 21-day pre-purchased, nonrefundable<br />

ticket <strong>for</strong> round-trip transportation by common<br />

carrier (economy, coach class, or less). First class and<br />

business class airline tickets will not be reimbursed.<br />

Reimbursement <strong>for</strong> airline tickets will be at the State<br />

ceiling as established by NETC. If you choose to drive,<br />

you will be reimbursed the current Privately Owned<br />

Vehicle (POV) Federal mileage allowance or the State<br />

ceiling, whichever is less.<br />

Reimbursement will be made by direct deposit to your<br />

personal account (please provide a copy of a check). You<br />

are responsible <strong>for</strong> reimbursing your organization.<br />

travel planning<br />

Applicants must not make travel plans prior to<br />

receiving an official acceptance package from the<br />

NETC Admissions Office. Acceptance packages contain<br />

important travel in<strong>for</strong>mation <strong>for</strong> the specific classes.
