Introduction to Debris Operations in<br />
fEma’s public assistance (pa) program<br />

This course is divided into two major topic areas—<br />
General Debris Removal Operations and Critical Issues<br />
in Debris Operations. There is also a resource center<br />
which includes Public Assistance documents, test<br />
resources (exam), sample <strong>for</strong>ms, and key content.<br />
This course is designed <strong>for</strong> all audiences including<br />
Federal, State, Tribal, and local emergency<br />
management, and contractor staffs with debris<br />
removal responsibilities in FEMA’s Public Assistance<br />
Program. It is recommended <strong>for</strong> all staff required<br />
to take an introductory course in debris operations.<br />
Enrollment is available via the Independent Study<br />

Effective partnerships <strong>for</strong>m and evolve because<br />
the individual partners have an understanding,<br />
appreciation, and respect <strong>for</strong> one another that they<br />
acquire through education and life experiences. This<br />
course is designed to provide the basic knowledge<br />
needed to build effective partnerships with Tribal<br />
governments and to work in concert with them to<br />
protect native people and their property against all<br />
types of hazards.<br />
Throughout this course, Tribal representatives<br />
speak about their history, their culture, their way<br />
of life, and what people need to know to develop<br />
good relationships with them. What they say will<br />
provide insight into a people who have endured<br />
great suffering and challenges but remain proud and<br />
committed to taking care of one another, their land,<br />
and their traditions.<br />
There are lessons devoted to specific program<br />
challenges in working with Tribal people to provide<br />
monetary and technical assistance through the<br />
Individual Assistance, Public Assistance, and Hazard<br />

Mitigation Programs. For example, getting the word<br />
out about how and where to apply <strong>for</strong> disaster assistance<br />
to native people who live in remote areas and are not<br />
served by traditional print and mass media networks.<br />
The program challenges reflect actual experiences<br />
of native people and FEMA representatives working<br />
together be<strong>for</strong>e, during, and after disasters to deliver<br />
assistance in Indian Country.<br />
Throughout the course, there are opportunities<br />
to test understanding by applying what has been<br />
learned to answer questions and to make decisions<br />
in response to real-life disaster scenarios.<br />

This course provides an introduction to the National<br />
Incident <strong>Management</strong> System (NIMS). At the end<br />
of this course, participants will be able to describe<br />
the intent of NIMS; describe the key concepts and<br />
principles underlying NIMS; describe the purpose<br />
of the NIMS Components, including Preparedness,<br />
Communications and In<strong>for</strong>mation <strong>Management</strong>,<br />
Resource <strong>Management</strong>, and Command and<br />
<strong>Management</strong>; and describe the purpose of the<br />
National Integration Center. This course provides a<br />
basic introduction to NIMS; it is not designed to<br />
replace Incident Command System and positionspecific<br />
training.<br />

This interactive computer-based NIMS course prepares<br />
participants to use the components of a Multi-Agency<br />
Coordination System and establish relationships<br />

• Define multi-agency coordination at the local,<br />
State, and Federal levels of government.
