Disaster Operations<br />

and recovery<br />

Disaster Operations and Recovery are phases of<br />

emergency management that require a team ef<strong>for</strong>t<br />

at all levels of government and the private sector.<br />

Professionals involved in disaster operations and<br />

recovery include elected and appointed officials, city<br />

and county administrators, emergency managers,<br />

public works directors, building officials, community<br />

planners, emergency services personnel, and other<br />

allied professionals.<br />

Training and education in disaster operations is a<br />

critical first step towards ensuring successful disaster<br />

operations. The Disaster Operations and Recovery<br />

curriculum is designed to equip Federal, State, local,<br />

and Tribal professionals with the knowledge, skills,<br />

and abilities required to per<strong>for</strong>m their jobs. These<br />

professionals are encouraged to avail themselves of<br />

the <strong>courses</strong> offered in the curriculum.<br />

Debris management planning <strong>for</strong> state,<br />

tribal, and local Officials (g202)<br />

This course provides an overview of issues and<br />

recommended actions necessary to plan <strong>for</strong>,<br />

respond to, and recover from a major debrisgenerating<br />

event with emphasis on State, Tribal,<br />

and local responsibilities. Developed from a predisaster<br />

planning perspective, the course includes<br />

debris staff organizations, compliance with laws<br />

and regulations, contracting procedures, debris<br />

management site selection, volume reduction<br />

methods, recycling, special debris situations, and<br />

supplementary assistance.<br />

Selection Criteria: Tribal, local, and State emergency<br />

management personnel, including public works and<br />

waste management staffs, who are responsible <strong>for</strong><br />

planning and/or implementing debris removal and<br />

disposal actions.<br />

NOTE: All course files are accessible to the State Training Officer<br />

via the FEMA web site.<br />

This 1-day field course is an overview of the roles and<br />

responsibilities of potential applicants who participate<br />

in FEMA’s Public Assistance program. The target<br />

audience includes local government/Tribal personnel,<br />

public works directors, emergency management<br />

coordinators, and other local government/Tribal<br />

personnel with disaster assignments involving the<br />

community infrastructure.<br />

*During the early stages of disaster recovery, this course can be used<br />

to provide an overview of local government responsibilities involving<br />

public assistance.<br />

Communities can use the Resource Guide <strong>for</strong><br />

developing a plan and procedures <strong>for</strong> rapidly<br />

and efficiently collecting disaster intelligence<br />

immediately following a disaster. This intelligence<br />

is used to prioritize response activities, allocate<br />

available resources, and specifically request resources<br />

from other sources to save and sustain lives.<br />

Selection Criteria: Any community working to improve<br />

its disaster intelligence collection procedures.
