C. Company Basic Data Subsystem<br />
Company basic data subsystem is the basis of data<br />
modules. Its relevant data is referenced by most of the<br />
functional modules [5]. It includes:<br />
(1) Staff Safety Archive: Personnel information<br />
includes basic information and safety information.<br />
(2) Equipment and Facilities Management: equipment<br />
and facilities at all levels of basic information, as well as<br />
equipment and facilities use, maintenance, fault and<br />
current operational status, etc. Fault information includes<br />
the name of the fault, nature, type, time of occurrence, a<br />
detailed description, analysis and processing methods, as<br />
well as related safety information and incident<br />
investigations, safety supervision inspection and the<br />
associated risk analysis process.<br />
(3) Organizational Structure and Responsibilities:<br />
Including those relating to safety management of all the<br />
organizations settings, the functional responsibilities, the<br />
organizational chart, the safety committee lists and safety<br />
management network diagram.<br />
D. Safety Management Subsystem<br />
Safety management subsystem implements the airport<br />
safety information management capabilities, easy access<br />
to all categories of personnel at all levels of safety-related<br />
inquiries and browsing information, to improve the<br />
efficiency of safety management, and risk management<br />
subsystem, and safety monitoring and alerts subsystem to<br />
provide the necessary information support. Key functions<br />
include:<br />
(1) Safety Information Management: It manages<br />
internal event information flow, safety briefings, internal<br />
and external safety information circulars and other<br />
information. At the same time, it records related<br />
occurrence investigation, risk analysis, the index<br />
information.<br />
(2) Safety Supervision Inspection:It covers all the<br />
major internal and external surveillance operations<br />
records and associated risk analysis, corrective measures.<br />

(3) Emergency Management : This module is<br />
responsible for maintaining the provisions of crisis<br />
management, emergency response plan, all departments<br />
and rescue units in the agreement of the responsibilities<br />
of the various events. In disasters, accidents and<br />
unexpected event occurs can be timely and speedy check,<br />
call the appropriate emergency response plans, and<br />
improve the operability and effectiveness of various types<br />
of emergency response plan.<br />
E. Risk Management Subsystem<br />
Risk management subsystem for the control of the<br />
airport operational risks, combining basic safety<br />
approaches of the risk analysis and the jobs basic safety<br />
risk assessment, to monitoring the regional airports,<br />
equipment, facilities and jobs. The mainly functions<br />
include risk identification, risk analysis, risk control and<br />
rectification measures and other content. Safety issues<br />
through in-depth and systematic analysis to identify the<br />
logical relationship between the reasons so as to<br />
formulate corrective action in a targeted manner, then<br />
tracking the effectiveness of the corrective action and<br />
ensuring the safety risks at an acceptable level. Key<br />
functions include:<br />
(1) Hazard Management: It records basic information<br />
of hazards, risk level, probability, severity, risk index, the<br />
possible consequences and corresponding control<br />
measures, associated hazards related to unsafe events<br />
history.<br />
(2) Jobs Basic Safety Risk Assessment:It established<br />
the safe operation of the airport jobs involved in risk<br />
analysis files, in order to identify potential safety<br />
problems. This module is the ability to detect the safety<br />
issues of the airport operation in time to take preventive<br />
actions to eliminate or reduce risks, and achieve safety<br />
sub-level management<br />
(3) Risk Analysis: The module for the high frequency<br />
and serious consequences of the major safety issues,<br />
application of safety analysis techniques, such as risk<br />
management matrix. Through qualitative and quantitative<br />
analysis revealed the occurrence of the events, the<br />
development process, the direct cause of the event,
