possible corrective actions.<br />

F. Safety Monitoring and Alerts<br />

Safety monitoring and alerts subsystem starting from<br />

the time of the longitudinal, comprehensive historical<br />

experience and real-time information, find an accident or<br />

occurrence and development of the law of hidden dangers,<br />

and accordingly propose measures to eliminate or reduce<br />

accidents. Key functions include:<br />

(1) Safety Trend Analysis and Safety Situation Report:<br />

This module for statistical analysis the safety information<br />

of the airport operation, including statistical analysis of<br />

accident information, hazard information, and analysis<br />

results in graphic form of visual presentation, in order to<br />

identify the issues affecting the safety of the main reasons<br />

to develop appropriate corrective preventive measures.<br />

(2) Jobs Content Tips and Progress Monitoring: It is<br />

aimed at forecasting the results of safety evaluation and<br />

safety indicators by statistical analysis, and presented in<br />

the form of statistical charts to facilitate timely detection<br />

of endangering the safety of the main issues and provide<br />

scientific basis for safety decision-making.<br />

(3) Safety Alerts: Based on statistical analysis of<br />

historical data to establish the safety of individual airports<br />

(accidents) forecasting model, and then predict the future<br />

monthly (annual) safety (accident) changes in the law for<br />

possible problems in advance to take preventive measures.<br />

III.SYSTEM OPERATING ENVIRONMENT<br />

The user object of the Safety management system is<br />

the companies or enterprises of civil airport. Currently,<br />

there are software companies developed based on C/S<br />

structure (Client/Server, referred to as C/S) of the safety<br />

management system, the development in this field still<br />

has been progress slowly. As information gathering,<br />

functional planning and other factors, the application<br />

result is not satisfactory [6].<br />

Based on flexibility, scalability and portability<br />

considerations of installation, debugging and using, this<br />

safety management system selected B/S structure<br />

(Browser/Server, referred to as B/S) (As shown in Fig. 3).<br />

The software operating system includes Windows2000,<br />

Windows XP, Windows NT and the Internet Explorer6.0<br />

browser. The database platform to use Oracle8i, based on<br />

the use of JSP (Java Server Page) server-side dynamic<br />

web pages technology building, to ensure that the system<br />

to achieve cross-platform applications, flexibility,<br />

scalability and portability.<br />

Used the tools of the system, the users of civil airport<br />

enterprise can manage and monitor the airport operational<br />

and safety situation of comprehensive, accurate, real-time<br />

and efficient.<br />

The system established a management platform in the<br />

aspect of safety technology services, safety information<br />

management, safety oversight and management, accidents<br />

and incidents prevention to improve information<br />

technology in airports safety management.<br />

IV. CONCLUSIONS<br />

The system focuses on civil airport in the operational<br />

safety issues, integrating the four elements of the human,<br />

machine and environment, management, and using safety<br />

systems engineering technology, network technology,<br />

database technology ,and based on the relevant device<br />

information, run information and safety information, and<br />

implementing the airport operational safety issue and the<br />

realization of the daily work of airport safety<br />

management and risk management, and to improve the<br />

accuracy, fast and efficient of airport safety management.<br />

The system for airport management personnel at all<br />

levels and departments to provide daily safety<br />

management tools and the necessary support tools to<br />

respond to unexpected events. It will effectively promote<br />

the popularization and application of Chinese civil<br />

aviation operational capacity and safety management<br />

improved.<br />
