economy is being diversified. A greenhouse gas reduction strategy aimed at<br />

the industrial power generation and transportations sectors is being formulated,<br />

the conversion of vehicles to compressed natural gas is being promoted, and<br />

the process of formulating a climate change policy will begin in the new year<br />

through stakeholder consultations aimed at addressing adjustments in vulnerable<br />

areas and sectors and mitigation through energy efficiency and renewable<br />

energy.<br />

Technological options, particularly carbon dioxide capture and storage in<br />

geological formations, are being explored in accordance with the<br />

recommendations of the intergovernmental panel on climate change. There<br />

need be no dilema between the need for continued economic development<br />

and promotion of energy efficiency, renewable energy, and clean technologies<br />

that minimize waste and reduce greenhouse gas emissions. Indeed, in the face<br />

of the global financial downturn, new opportunities linked to environmental<br />

and climate protection can stimulate employment and development. In this<br />

regard, the determination expressed by the incoming United States<br />

administration to press ahead with green policies and last week’s European<br />

directive to cut emissions by 20% by 2020 are most heartening. But until<br />

carbon dioxide levels in the atmosphere, rising sea levels, and the inundation<br />

of low line coastal areas and increasing sea surface temperatures will continue<br />

to impact fisheries and agricultural productivity worldwide, as will other effects<br />

of climate change, such as the spread of agricultural pass and changes in<br />

rainfall and streams inflow.<br />

All of this will further intensify food scarcity and make the attainment of<br />

the Millennium Development Goals of eradicating extreme poverty and hunger<br />

by 2015 impossible. The Summit provides a valuable opportunity to address<br />

issues of food and nutritional security from a hemispheric perspective, in order<br />

to promote regional coordination of initiatives and to address emergency<br />

situations and structural aspects of food production, marketing, and distribution.<br />

The government of Trinidad and Tobago would welcome the opportunity to<br />

explore possibilities for agricultural and infrastructure coordination and<br />

integration within the Hemisphere.<br />

At the regional level, the Caribbean community has sought to address the<br />

challenges of reducing dependence on food imports and promoting agricultural<br />

self-sufficiency and the establishment of a viable, national, and regional agrobusiness<br />

sector to achieve food security, sustainable livelihoods, and rural<br />

development. Priority is being accorded to improving inter-island<br />
