subsidies that generate and widen distortions in world trade, displace the<br />

more competitive products of developing countries and discourage investments<br />

and agricultural production, all of which represent a risk for the food and<br />

nutritional security of the populations of the most vulnerable developing<br />

countries.<br />

They agreed on the importance of addressing the special needs of<br />

developing countries, in particular those of small economies in order to allow<br />

their effective insertion in global trade.<br />

17. They expressed serious concern in relation to the current financial<br />

crisis. They recalled that the developed countries caused the crisis and that<br />

they should therefore assume the costs for its solution.<br />

They also recalled that the emerging economies contribute significantly to<br />

the growth of the world economy and that developing countries should not be<br />

penalized for the unsustainable financial practices in the developed countries.<br />

They stressed the need for a comprehensive international dialogue, with the<br />

active participation of developing countries, for the building of a new international<br />

financial architecture, including the adoption of efficient regulatory mechanisms<br />

and transparent governance disciplines for the global financial system.<br />

In that regard, they reiterated their full support for the High Level<br />

Conference on the financial crisis, to be held at the United Nations in the first<br />

semester of 2009.<br />

They also underlined the importance and urgency of strengthening regional<br />

and sub-regional financial mechanisms in order to support integration and<br />

development in the context of the global financial crisis.<br />

18. They reaffirmed their conviction that the deepening of regional<br />

integration and the strengthening of trade ties and investment flows can play a<br />

decisive role in the growth of their economies and the preservation of their<br />

economic and social achievements. They expressed their commitment to<br />

increase commercial flows among their countries and with the world to respond<br />

to the current financial crisis. They also stressed the need to establish stable<br />

rules in the international trading system so as to boost the recovery of the<br />

world economy.<br />

19. They lauded the activities that the Bicentennial Group has been carrying<br />

out to promote the recognition and celebration of the common characteristics<br />
