5. They reaffirmed their commitment to integrated regional development<br />

which should be inclusive and equitable, taking into account the importance<br />

of ensuring favorable treatment for the small vulnerable economies and landlocked<br />

and island developing states.<br />

6. They reiterated their commitment to the building of a more just, equitable<br />

and harmonious international order based on respect for International Law<br />

and the principles of the Charter of the United Nations, including the sovereign<br />

equality of States, the peaceful settlement of disputes, respect for territorial<br />

integrity and non-intervention in the internal affairs of States. They reaffirmed<br />

their commitment to the defense of sovereignty and the right of any State to<br />

establish its own political system, free from threats, aggression and unilateral<br />

coercive measures and in an environment of peace, stability, justice, democracy<br />

and respect for human rights.<br />

7. They emphasized that democracy, human rights, fundamental freedoms<br />

and development are interdependent and mutually reinforcing. They renewed<br />

their commitment to the continuous improvement and consolidation of the<br />

democratic institutions in their countries, so as to ensure the full exercise of all<br />

human rights and fundamental freedoms, broad and active popular participation<br />

in matters of common interest, and fair and equitable distribution of the benefits<br />

derived from development.<br />

8. They stressed that the strengthening of multilateralism is essential for<br />

ensuring a more stable and peaceful world and that it is urgent to carry out<br />

real reform of the United Nations in order to strengthen it and to ensure the<br />

effectiveness, transparency, representativeness and democratization of its<br />

principal bodies, in particular the Security Council.<br />

9. They recognized that their countries face enormous common challenges<br />

to overcome poverty and social exclusion, which have been exacerbated by<br />

the current financial, food and energy crises. They committed to work together<br />

to address inequality through cooperation and the exchange of experiences.<br />

In this regard, they reaffirmed their determination to implement a vigorous<br />

social agenda in the region, in accordance with the commitments assumed<br />

under the Declaration on the Millennium Development Goals. They underlined<br />

the importance of policies and programs aimed at expanding opportunities<br />
