3. Energy
• To promote regional cooperation to maximize the generation of energy
and to strengthen energy security.
• To promote greater infrastructure integration in the energy sector,
fostering the complementarity of energy resources available in the region.
• To promote regional cooperation in the diversification of energy sources
and greater use of renewable sources.
• To promote the exchange of experiences and best practices on energy
polices based on efficiency and conservation.
• To promote the exchange of experiences and transfer of technology
on national biofuels programs.
• To convene regional meetings to advance the implementation of these
objectives.
4. Physical Infrastructure
• To expand exchanges and cooperation among Latin American and
Caribbean countries in the area of infrastructure, on the basis of accumulated
experiences at the national, sub-regional and regional levels.
• To intensify initiatives aimed at promoting and implementing connectivity
policies and infrastructure projects to enhance services in the areas of air,
maritime, river and land transportation, as well as multimodal transportation.
• To promote public policies and specific actions in the field of
infrastructure that facilitate border integration.
• To develop a work program to identify and overcome normative and
regulatory difficulties in the field of infrastructure.
• To convene a meeting of sub-regional mechanisms dealing with
integration of physical infrastructure in Latin America and the Caribbean.
5. Social development and combating hunger and poverty
• To accelerate social programs in the region to achieve and exceed
the Millennium Development Goals related to the eradication of hunger and
poverty, through public policies aimed at promoting social inclusion and
overcoming economic inequalities through the allocation of increased
budgetary resources.
