Primeiro-Ministro de São Vicente e Granadinas.
Prime Minister Ralph Gonsalves – Thank you very much, Mr.
Chairman. On behalf of the government and people of Saint Vincent and the
Grenadines, I want to express our gratitude for your kind invitation to this
Summit and to thank you and your government and people for your kindness
and hospitality . This Summit in effect is a manifestation of the dream of Jose
Marti, to bring our America together. This meeting does not include the United
States of America and Canada, and with Cuba, this is the America of which
Marti spoke. It does not mean that the other America is not important, but we
have to focus on our America.
There are at last count some 26 organizations in Latin America and the
Caribbean region addressing issues that touch on and concern regional
integration. This forum is an authentic umbrella organization at the highest
political level. And I see this as the entity to provide very broad direction and
political guidance to the integration process and therefore agree with President
Chávez that this meeting ought to take place annually. This Summit occurs in
response to, as a consequence of, the financial meltdown and economic
uncertainty and depression arising in the world capitalist economy, and like all
crises, this crisis represents a moment for and of change. Consequently, what
we do here and what we follow up with must be different and better.
I have read the declaration, and the declaration contains a core analysis
of the difficulties which confront us, the challenges, the limitations, but at the
same time our strengths and possibilities. And we must seek, in moving forward,
to enhance as far as humanly possible our strengths and possibilities and to
reduce the extent of our limitations and our weaknesses. And we can do so
by deepening the integration process in an organic manner so that the whole
becomes more than a sum of the individual parts. To give effect to the analysis
and to an organic conception of integration, we must devise functional structures
because where functions have to be performed appropriate structures must
