Special Declarations<br />

The Heads of State and Government of the Countries of Latin<br />

America and the Caribbean, gathered in Salvador, Bahia, Brazil, on<br />

December 16th and 17th 2008, during the Summit of Latin America<br />

and the Caribbean on Integration and Development, adopted the<br />

following:<br />

• Communiqué on “The Question of the Malvinas Islands”;<br />

• Special declaration on the necessity of ending the economic,<br />

commercial and financial blockade imposed by the Government of the United<br />

States of America against Cuba, including the enforcement of the Helms-<br />

Burton Act;<br />

• Communiqué to support the request by the Centro-American<br />

Integration System (SICA) to the European Commission to continue granting<br />

to Panamá the SGP+ regime benefits;<br />

• Communiqué to support Bolivia;<br />

• CALC Initiative as Regards the World Financial Crisis.<br />

Communique on “The Qustion of the Malvinas Islands”<br />

“We, the Heads of State and Government of the countries of Latin America<br />

and the Caribbean (CALC), meeting in Salvador, Federative Republic of<br />

Brazil, on December 16th to 17th 2008:<br />

CONSIDERING THAT within the Organization of American States it<br />

has repeatedly been stated that the Question of the Malvinas Islands is a<br />

matter of enduring hemispheric concern:<br />

REAFFIRM the need for the Governments of the Argentine Republic<br />

and of the United Kingdom of Great Britain and Northern Ireland to<br />

resume, as soon as possible, negotiations on the sovereignty dispute over<br />

the Malvinas, South Georgia and South Sandwich Islands and the<br />

surrounding maritime areas, in order to find a peaceful solution to this<br />

protracted controversy, in the framework of the relevant resolutions of<br />

the United Nations General Assembly and its Special Committee on<br />

Decolonization, as well as of the reiterated resolutions and declarations<br />
