in order to deepen integration and accelerate development through the
formulation of common and complementary projects.
• To strengthen cooperation among the secretariats of regional and subregional
integration mechanisms and encourage the holding of meetings and
frequent interaction among them.
• To determine priority themes for collaboration between regional and
sub-regional integration mechanisms and request a study on possible
complementarities.
2. International Financial crisis
• To promote the flow of information on the impact of the financial crisis in the
countries of the region and on measures taken to control and to mitigate its effects.
• To propose a broad dialogue, consulting as appropriate at the level of
regional experts or Ministers of Finance or their equivalent, so as to build a
new international financial architecture that guarantees the democratization
and transparency of international financial management, and the strengthening
of the regulatory mechanisms to establish effective governance, crisis prevention
and immediate responses to future crises.
• To develop a common position on the financial crisis and to participate
actively in the High Level Conference on the Financial Crisis, to be held under
the auspices of the General Assembly of the United Nations in the first semester
of 2009.
• To request the Ministers of Finance or their equivalent to design a
strategy for the progressive development of a regional and sub-regional financial
architecture that would include the consideration of the following proposals:
- a multilateral and voluntary payment system based on the existing
experiences in the region, including mechanisms for payment in national currencies.
- evaluation of existing experiences in the field of common currencies.
- strengthening or creation of regional mechanisms for the stabilization
of the balance of payments.
- integration of financial markets at the regional and sub-regional levels,
with adequate and transparent supervisory and regulatory mechanisms.
- strengthening and creation of institutions or financial funds to support
development and integration projects in the region, including the coordination
of such funds and institutions.
- cooperation between national and regional development banks.
