• To ensure that migration follows normal procedures, with full respect
for the human rights of migrants and their families.
• To give publicity to the positive contribution of migration as an
important factor of development, and dissociate it from negative agendas
related to crime and insecurity. In addition, to promote cooperation, the
exchange of experiences and regional and sub-regional best practices in the
fight against organized crime, illicit trafficking of persons and the trade in persons.
• To promote the human rights of migrants and their families, irrespective
of their migration status, and to fight against racism and xenophobia to which
they may be subject.
• To ensure the social security rights of migrant workers through the
implementation of the bilateral, sub-regional and regional agreements to which
the countries of Latin America and the Caribbean are party.
• To convene regional meetings in order to intensify the dialogue and
the development of regional cooperation programs on migration and coordinate
positions in the Global Forum on Migration and Development.
• To promote border integration so as to facilitate the coexistence of
the inhabitants of border areas and strengthen solidarity among them.
11. South-South Cooperation
• To identify and implement strategies of South-South and triangular
cooperation, in order to strengthen efforts to promote technical cooperation
among the countries of the region.
• To exchange successful experiences which could constitute best
practices at the regional level.
12. International projection of Latin America and the Caribbean
• To enhance the coordination of positions in order to project a common
vision of Latin America and the Caribbean in external dialogues.
• To promote the discussion of the issue of “Technology and Productive
Development” in external dialogues.
