transportation as a means of facilitating trade and agricultural products. To<br />

guarantee our citizens access to food of sufficient quality and quantity and<br />

reduce the impact of food crisis at the national level, Trinidad and Tobago has<br />

adopted a number of policy initiatives, including the establishment of largescale<br />

farms and the provision of significant acreage for diversified agricultural<br />

production. In addition, capital is accessible to farmers through the National<br />

Agricultural Development Bank.<br />

I am pleased at this time, as I conclude, to provide a short update of the<br />

status of preparations for the Fifth Summit of the Americas, which the<br />

government of Trinidad and Tobago is proud to be hosting. We must point<br />

out that we look forward to the day when Cuba will be included as an equal<br />

participant in all hemispheric organizations. The Fifth Summit is scheduled to<br />

take place from 17 th to19 th April in Port of Spain with the theme: securing the<br />

future of all citizens by promoting human prosperity, energy security, and<br />

environmental sustainability. The declaration of Commitment of Port of Spain<br />

will carry the same title and will seek to establish realistic and attainable goals.<br />

The Summit implementation review group of the Summit of Americas process<br />

has been mandated to finalize the draft of Declaration of Commitment of Port<br />

of Spain and has been meeting on a monthly basis to achieve this goal. And in<br />

this regard we thank the Governments of Antigua and Barbuda, Barbados,<br />

and, of course, the OAS headquarters in Washington D.C. and the Government<br />

of El Salvador all who have hosted third meetings on our behalf. Trinidad and<br />

Tobago’s National Secretariat has been working with all stakeholders, including<br />

civil society, to ensure that the Summit adopt a final document with clear and<br />

realistic timelines and implementable mandates. The Honorable Prime Minister<br />

of the Republic of Trinidad and Tobago has asked me to emphasize that he<br />

looks forward to welcoming you to Port of Spain in April 2009 and I too look<br />

forward to doing do so. Thank you very much.<br />

so much of my own Caribbean with its warmth, its beauty, and its friendly<br />
