Summit of Latin America and the Caribbean on Integration and<br />

Development<br />

Declaration of Salvador, Bahia<br />

The Heads of State and Government of the countries of Latin America<br />

and the Caribbean, aware of the historic significance of this first Summit for<br />

the unity of the region, met in Salvador, Bahia, Brazil, on December 16 and<br />

17, 2008, with the aim of strengthening regional integration and establishing<br />

effective commitments for joint action to promote the sustainable development<br />

of their peoples.<br />

The Heads of State and Government examined the issues relating to<br />

integration and development from a Latin American and Caribbean perspective<br />

in the context of the challenges posed by the financial, energy and food crises<br />

and by climate change.<br />

2. They expressed their firm belief that the political, economic, social<br />

and cultural integration of the countries of Latin America and the<br />

Caribbean is an historic aspiration of their peoples and a necessary step<br />

towards promoting sustainable development and social welfare in the<br />

entire region. They stressed also the importance of regional integration<br />

for the interaction of Latin America and the Caribbean region with the<br />

rest of the world.<br />

3. They noted the achievements made by the various existing integration<br />

mechanisms and underlined the importance of such mechanisms for the<br />

strengthening of democracy and social justice, the eradication of poverty, the<br />

fight against illiteracy and the promotion of cultural enrichment, technological<br />

development and the economic growth of their countries.<br />

4. In this regard, they decided to promote the harmonization and<br />

convergence of actions among these mechanisms through the exchange of<br />

experiences and the identification of areas of cooperation, based on the<br />

principles of solidarity, flexibility, pluralism, diversity, complementarity of actions<br />

and voluntary participation in the initiatives envisaged.<br />
