A.1 OBJECTIVES OF THE SURVEY<br />

The <strong>2009</strong> <strong>Timor</strong>-<strong>Leste</strong> <strong>Demographic</strong> <strong>and</strong> <strong>Health</strong> <strong>Survey</strong> (TLDHS <strong>2009</strong>-<strong>10</strong>) was the second <strong>of</strong><br />

its kind following the survey conducted in 2003. TLDHS <strong>2009</strong>-<strong>10</strong> selected a nationally representative<br />

sample consisting <strong>of</strong> 12,285 residential households. In sampled households, all women between the<br />

ages <strong>of</strong> 15 <strong>and</strong> 49 who were members <strong>of</strong> the households or who stayed in the households the night<br />

before the survey were eligible for the individual interview. The survey was designed to yield about<br />

11,800 completed interviews <strong>of</strong> women age 15-49. The sample was designed to produce<br />

representative results for most <strong>of</strong> the indicators for the country as a whole, for the urban <strong>and</strong> rural<br />

areas, <strong>and</strong> for each <strong>of</strong> the thirteen districts.<br />

Apart from the female survey, a male survey was conducted in one-third <strong>of</strong> the households<br />

selected for the female survey. All men age 15-49 who were usual members <strong>of</strong> the household or who<br />

stayed in the household the night before the survey were eligible for the male individual interview.<br />

This sampling plan was expected to yield about 3,800 completed interviews <strong>of</strong> men age 15-49. In this<br />

sub-sample, all women who were eligible for the individual interview <strong>and</strong> all their young children<br />

aged 6-59 months were asked consent for an anemia testing.<br />

A.2 SAMPLING FRAME<br />

The sampling frame used for the TLDHS <strong>2009</strong> was the 2004 <strong>Timor</strong>-<strong>Leste</strong> Population <strong>and</strong><br />

Housing Census (TLPHC) (NSD, 2006), provided by the National Statistics Directorate (NSD). The<br />

sampling frame is a complete list <strong>of</strong> 1,163 Enumeration Areas (EAs) created for the 2004 census.<br />

Among the 1,163 EAs, 240 are urban residence <strong>and</strong> 923 are rural residence.<br />

In <strong>Timor</strong>-<strong>Leste</strong>, 26.0% <strong>of</strong> the household population lives in urban areas, <strong>and</strong> they occupy<br />

23.1% <strong>of</strong> the residential households.<br />

A.3 SAMPLING PROCEDURE AND SAMPLE ALLOCATION<br />

The sample for TLDHS <strong>2009</strong> was a stratified sample selected in two stages from the TLPHC<br />

2004. Stratification was achieved by separating each <strong>of</strong> the 13 districts into urban <strong>and</strong> rural areas. In<br />

total, 26 sampling strata were created. Samples were selected independently in every stratum, through<br />

a two-stage selection process. Implicit stratification was achieved at each <strong>of</strong> the lower administrative<br />

levels by sorting the sampling frame before sample selection, according to administrative units <strong>and</strong> by<br />

using a probability proportional to size selection at the first stage <strong>of</strong> sampling.<br />

In the first stage, 455 EAs were selected with probability proportional to the EA size. The EA<br />

size was the number <strong>of</strong> households residing in the EA at the time <strong>of</strong> the census. St<strong>and</strong>ard DHS<br />

procedures call for a new listing <strong>of</strong> households in the selected EAs before conducting the household<br />

selection. However, because <strong>of</strong> time <strong>and</strong> other constraints, the households were selected from the<br />

TLPHC 2004 census results without conducting a new household listing operation.<br />

In the second stage <strong>of</strong> selection, a fixed number <strong>of</strong> 27 households were r<strong>and</strong>omly selected in<br />

every cluster by an equal probability systematic sampling procedure. This number was increased from<br />

the original design <strong>of</strong> 24 households per EA to account for the outdated census household listing. The<br />

household selection was carried out in the <strong>of</strong>fice. The GPS coordinates collected for each household<br />
