703.08 Teachers on sabbatical leave shall be given full credit<br />
on the salary schedule for the period of leave.<br />
703.09 All such sabbatical leaves shall be granted in conformity<br />
with the provisions of Section 3319.131 of the<br />
Ohio Revised Code.<br />

Reductions in Personnel<br />
704.01 In the event a reduction in the number of teachers is<br />
necessary which requires the <strong>Board</strong> to suspend contracts,<br />
such reductions shall be implemented in conformity with<br />
Paragraph (A) below, whether in its present form or as<br />
revised in compliance with Paragraph (B) below.<br />
A. When by reason of decreased enrollment of pupils,<br />
return to duty of regular teachers after leaves of<br />
absence, or by reason of suspension of schools or territorial<br />
changes affecting the District, a <strong>Board</strong> of<br />
Education decides that it will be necessary to reduce<br />
thenumberofteachers, it may make a reasonable<br />
reduction. In making such reduction, the <strong>Board</strong> shall<br />
proceed to suspend contracts in accordance with the<br />
recommendation of the Superintendent who shall,<br />
within each teaching field affected, give preference to<br />
teachers on continuing contracts and to teachers who<br />
have greater seniority. Teachers, whose continuing<br />
contracts are suspended, shall have the right of<br />
restoration to continuing service status in the order of<br />
seniority of service in the District if and when teaching<br />
positions become vacant or are created for which<br />
any of such teachers are or become qualified.<br />
B. During the termofthis<strong>Agreement</strong>,anychangeto<br />
Section 3319.17 of the Ohio Revised Code shall<br />
automatically and simultaneously change Paragraph<br />
(A) in precisely the same manner without any consultation<br />
or agreement by the <strong>Board</strong> and Association.<br />
704.02 Thenon-renewal of limited contract teachers resulting<br />
from program cancellations orothercutbacks not<br />
related to the evaluation or performance ofpersonnel in<br />
the bargaining unit shall be accomplished on the basis of<br />
seniority in the system within the areas of certification/<br />
licensure affected by the reduction. Such teachers shall be<br />
considered in alayoff status and shall be recalled in the<br />
order of seniority as positions are available in their areas<br />
of certification/licensure. Seniority shall be measured<br />
from the first day of paid status as a member of the bargaining<br />
unit resulting from the most recent employment<br />
by the <strong>Board</strong> of Education without regard for unpaid<br />
leaves since such date. In case of a tie, the date of <strong>Board</strong><br />
action to employ shall further determine seniority for layoff<br />
