shall appoint four (4) persons to a joint committee<br />
which will work to determine the details of this<br />
Performance Advancement System and how it will be<br />
implemented. The joint committee will continue to<br />
determine the details of how PAS will be implemented.<br />
910.03 Upon agreement of the Superintendent and the<br />
President of the Association, the joint committee shall<br />
meet to consider the relationship between research-based<br />
indicators of successful teaching and student achievement.<br />
910.04 “Student achievement and demonstrated accountability<br />
for student progress” in Section 910.01 above<br />
means: (a) for teachers for whose students “value added”<br />
data exists for the school year in question, an average<br />
value added exceeding one year per student; and (b) for<br />
other teachers, achievement measures as determined by<br />
the joint committee. This Article constitutes the agreement<br />
of the Association and the <strong>Board</strong>, and of those<br />
teachers who volunteer to participate in PAS, to use<br />
value added data or like data related to the particular<br />
teacher for purposes of this Article, notwithstanding any<br />
other agreement, policy or practice of the Association,<br />
the <strong>Board</strong> and/or theteacheror any other organization.<br />
Article 911<br />
Value Added<br />
911.01 Ajoint committee is established, consisting of four<br />
(4) persons appointed by the Superintendent and four<br />
(4) persons appointed by the President of the Association.<br />
The committee shall be created August 1, <strong>2005</strong>,<br />
and shall complete its work by May 1, 2006. The joint<br />
committee shall determine an appropriate methodology(ies)<br />
to extend the value added progress dimension as<br />
defined in O.R.C. 3302.01(K), to as many subject areas<br />
and grade levels as possible and to assemble and maintain<br />
data on value added to individual students during the<br />
2006–07, 2007–08 and 2008–09 school years.<br />
Article 912<br />
Assignment Stipend<br />
912.01 The purpose of this Article is to improve student<br />
achievement at high needs school buildings.<br />
912.02 Theparties agree to a $4,000 stipend for each “eligible<br />
teacher” who is assigned for a particular school year<br />
by theSuperintendent/designee to accomplish the purposes<br />
of this Article 912. An “eligible teacher” is a bargaining<br />
unit member who: (a) files a written statement<br />
with theSuperintendent/designee by December 1 that<br />
he/she is willing to be assigned at the Superintendent’s/<br />
designee’s discretion for the next school year; and (b) is<br />
givenwritten notice from the Superintendent/designee<br />
