to language immersion schools shall be fluent,<br />

native or near-native speakers of the world languageofthatparticular<br />

school.<br />

2. Vacancies in language immersion schools that<br />

remain unfilled after the job fairs shall be<br />

offered to new hires, providing no unassigned<br />

member of the CEA bargaining unit meets the<br />

qualifications stated above.<br />

3. Exceptions to this Memorandum of Understanding<br />

can be made upon agreement between<br />

the CEA and the Superintendent. All other<br />

terms and conditions of employment, certification/licensure<br />

and highly-qualified rules shall<br />

apply.<br />

Memorandum of Understanding<br />

School Restructuring Plans<br />

Whereas the Columbus City Schools and Columbus<br />

Education Association have reviewed and approved individual<br />

School Restructuring Plans for schools that are not<br />

meeting accountability standards.<br />

Now, therefore, the parties to this agreement agree to the<br />

following:<br />

Restructuring<br />

Staff Component:<br />

• Teachers have the option for voluntary staff<br />

reduction effective at the completion of School<br />

Improvement Year Designation Level 4.<br />

• Teachers may be involuntarily staff reduced in<br />

schools identified as School Improvement<br />

Designation Level 4 Delay or Level 5 as long as<br />

the act is not arbitrary or capricious.<br />

• Notification of involuntary or voluntary staff<br />

reduction will occur prior to start of the district’s<br />

assignment and transfer process (Article 211).<br />

This Memorandum will be reviewed by the parties no later<br />

than January ofthepreceding school year.<br />
