collection and implementation. Such criteria will contain<br />

measurable objective goals including, but not limited to,<br />

graduation rates, student attendance, achievement test<br />

scores, standardized test scores, reduction of disturbances<br />

to education. Achievement of adequate yearly progress<br />

(AYP) shall be a criterion that must be met for a building<br />

to qualify. The Joint Committee shall also take into<br />

account factors that correlate with high needs, such as<br />

but not limited to, the number of students in a building<br />

on free or reduced lunch, the experience level of teachers<br />

and student mobility. The joint committee will also recommend<br />

how gainsharing can be extended to teacherson-special<br />

assignment. Guidelines for allocation as per<br />

the committee consensus shall be implemented.<br />

908.03 Specific details regarding the annual 908.02 goals to<br />

be attained inagivenbuilding, and the distribution/use<br />

of gainsharing funds attained through the reaching of<br />

such goals, shall be determined by consensus in each<br />

building by the administration and the ABC. Such issues<br />

with respect toteachers not assigned to a building shall<br />

be determined by the Joint Gainsharing Committee<br />

under Section 908.02 above. The Joint Gainsharing<br />

Committee shall determine which schools/teachers will<br />

receive gainsharing payments by October 15. Gainsharing<br />

funds shall be available for distribution by November<br />

15 based on success in meeting goals in the prior school<br />

year. Allocation of gainsharing funds shall be determined<br />

by theadministrator and ABC by consensus, whose<br />

determination of goals and subsequent distribution of<br />

funds will thereafter repeat annually as per the preceding<br />

stated dates.<br />

Reform Panel<br />

1503.05 Notwithstanding Section 202.02 of this <strong>Agreement</strong>,<br />

if there is a panel-authorized shared decision-making<br />

cabinet in a school, the Association Building Council<br />

shall continue to perform the duties and functions of the<br />

ABC as provided in this <strong>Agreement</strong>, except when any of<br />

those duties and functions are assumed by such cabinet<br />

and the ABC has been so advised by the cabinet. In such<br />

aschool, the ABC shallbemade up of the elected<br />

teacher members of the cabinet and the Senior Faculty<br />

Representative, who shall serve on both. The cabinet<br />

shall have no authority with regard to the PAR Program.<br />

Values of Association Building Council<br />

Building Councils will only be as good as their members<br />

make them.Ifthe teachers in a given building assume that<br />

they have such a council, that it meets regularly and that it<br />

deals with matters of real concern and value to the teachers,<br />
