Association Building Council<br />
The <strong>Board</strong>/CEA <strong>Master</strong> <strong>Agreement</strong>, Article 202 establishes<br />
a five-member Association Building Council (ABC) for<br />
each school to be organized during the first month of the<br />
school year; two are elected, two are appointed by the principal<br />
and one is the Senior Faculty Representative.<br />
The RoleofMembersofthe<br />
Association Building Council<br />
Members of the Association Building Council should<br />
assume the responsibility of verbalizing the function and<br />
concept of the Association Building Council bearing in<br />
mind:<br />
1. Council members serve by consent only for a period<br />
of one year;<br />
2. Council members have the opportunity to encourage<br />
teachers to present their problems or concerns;<br />
3. Although the Council is advisory only, it is an excellent<br />
vehicle to promote staff ideas, for which a record<br />
is kept;<br />
4. Council members should be knowledgeable of the<br />
areas of the <strong>Agreement</strong> which relate to the function<br />
of the Association Building Council;<br />
5. The following articles are areas of the <strong>Agreement</strong><br />
which speak to expectations of the Association<br />
Building Council. Council members should review<br />
each of them.<br />
Article 202<br />
Association Building Council (ABC)<br />
202.01 Each school or CEA Association unit shall have an<br />
Association Building Council (ABC) to be organized<br />
during the first month of the school year, consisting of<br />
not less than five (5) teachers, which will meet with the<br />
principal and members of the staff at least once a month.<br />
202.05 Each professional staff member shall have the right<br />
to have matters placed on the ABC agenda and shall<br />
have the right to speak to the ABC on an item which the<br />
staff member has initiated unless a majority of the ABC<br />
shall vote to limit the discussion. The ABC’s meetings<br />
shall be open to all teachers in the building, except that a<br />
majority of the ABC may declare executive session.<br />
Article 204<br />
Length of School Day<br />
204.05 In schools that vary their schedules from the normalteacher<br />
work day of 8:15 a.m. to 3:45 p.m. or from<br />
thenormal student day of 8:45 a.m. to 3:30 p.m. in elementary<br />
schools and 8:30 a.m. to 3:30 p.m. in middle<br />
and high schools, teachers shall be provided lunch periods,<br />
conference periods, and other released-time periods<br />
stipulated by this <strong>Agreement</strong>forvarious assignments<br />
