Representative or the principal, elect one (1) additional<br />
ABC member and appointone(1) additional ABC<br />
member as provided above, for every additional twenty<br />
(20) teachers or fraction thereof. All members shall serve<br />
by consent. The termofoffice shall be one school year.<br />
202.03 The Association Building Council shall be advisory<br />
only and is intended to assist the principal and the<br />
school staff in developing policies and programs for the<br />
school involved. The ABC shall assume the responsibility<br />
for being knowledgeable about matters in this<br />
<strong>Agreement</strong> which relate to its functions.<br />
202.04 The ABC shall elect a chairperson at its first meeting<br />
each year. The ABC chairperson shall prepare an<br />
agenda prior to each subsequent meeting, after consultation<br />
with the principal. The ABC chairperson shall<br />
record the business of each meeting and shall make a<br />
written report ofsuch business to the teachers. It shall be<br />
the responsibility of the principal, utilizing the office<br />
staff, to provide each teacher with a copy of the agenda<br />
no later than two (2) days after receiving it from the<br />
ABC chairperson and a copy of the ABC chairperson’s<br />
report no later than five (5) days after receiving it from<br />
the chairperson. The length of the ABC chairperson’s<br />
report is to be no more than five (5) single-spaced typewritten<br />
pages unless a larger report is deemed necessary<br />
by the ABC chairperson and the principal.<br />
202.05 Each professional staff member shall have the right<br />
to have matters placed on the ABC agenda and shall<br />
have the right to speak to the ABC on anitemwhichthe<br />
staff member has initiated unless a majority of the ABC<br />
shall vote to limit the discussion. The ABC’s meetings<br />
shall be open to all teachers in the building, except that a<br />
majority of the ABC may declare executive session.<br />
Article 203<br />
Election of Department Chairpersons<br />
Prior to June 1 of each school year, the teachers in each of<br />
the six (6) designated departments in each regular high<br />
school and the Alternative High Schools may meet and elect<br />
one or more consenting candidates as nominees for the position<br />
of department chairperson in each of their respective<br />
departments. In such an event, the names of the elected<br />
nominees shall be submitted to the building principal. The<br />
building principal shall include consideration of all such<br />
nominees, if any, in the final selection of teachers to serve as<br />
department chairpersons for the following school year. The<br />
selection shall normally be made by the close of the school<br />
year and the selection announced to the department members<br />
by such date.Thebasisforthe selection of department<br />
chairpersons by the principal shall not be arbitrary or capricious.<br />
