This letter is to affirm the agreement of the Columbus<br />

Superintendent and the Association President made at the<br />

Panasonic LAP Institute in April of <strong>2005</strong>. Upon the ratification<br />

of the <strong>2005</strong> Collective Bargaining <strong>Agreement</strong>, the<br />

Superintendent and the Association President will serve as<br />

leaders of the Professional Learning Community of the<br />

Columbus City Schools.<br />

Memorandum of Understanding<br />

District Forms<br />

Ajointcommittee consisting of two (2) persons appointed<br />

by thePresident of the Association and two (2) persons<br />

appointed by the Superintendent shall take responsibility<br />

for making District forms available online, starting with<br />

HumanResources forms. The committee shall take into<br />

account all security and privacy provisions as required by<br />

HIPAA and other federal laws.<br />

Memorandum of <strong>Agreement</strong><br />

Community School Staffing<br />

Whereas the parties to this agreement reaffirm their support<br />

for innovative programs; and<br />

Whereas the <strong>Board</strong> of Education of Columbus Public<br />

Schools (CPS) has reviewed and approved the chartering of<br />

specific community schools that meet its standards; and<br />

Whereas community schools may contract with Columbus<br />

Public Schools to provide teaching staff as well as Human<br />

Resource and Payroll Services,<br />

Now, therefore, the parties to this agreement agree as follows:<br />

1. All teaching staff provided to community schools<br />

will be employeesofColumbusPubic Schools<br />

and members of the Columbus Education<br />

Association (CEA) bargaining unit.<br />

2. Twenty percent of the teaching positions at district-sponsored<br />

community schools will be made<br />

available to staff employed at regular CPS<br />

schools. These members must be selected via<br />

interview by the community school administration<br />

or board. Only the Articles addressing compensation,<br />

benefits, transfers and seniority in the<br />

CPS/CEA labor agreement will apply to these<br />

members. Further, their assignment to a community<br />

school may beterminatedatanytime,by<br />

either party, for philosophical reasons, at which<br />

time they may exercise rights to return to a regular<br />

CPS position for which they are qualified<br />

within 30 days of the separation with the community<br />

school. Seniority will accrue while assigned<br />
