4. Steel steam boilers:<br />

a. Annual internal certificate inspection;<br />

b. External inspection to be performed while the boiler is in service, within the previous 24-month period.<br />

5. Pressure vessels:<br />

a. High-pressure heat exchangers: biennial certificate inspection;<br />

b. All others: quadrennial certificate inspection.<br />

Upon application from the owner/user (with a recommendation by the state boiler inspector or special inspector), the Labor Commission<br />

may authorize extension <strong>of</strong> the inspection period. Extension shall be granted in writing by the safety director with original <strong>and</strong><br />

one copy going to the boiler operator <strong>and</strong> a second copy going to the authorized inspector. When the commission grants an extension,<br />

a new certificate (to be properly posted) will be issued to replace the original shorter-term certificate. <strong>The</strong> old certificate shall be<br />

destroyed. Owner/user pressure vessels shall be inspected in accordance with ANSI/API-510 when such owner/user organizations are<br />

approved by the commission.<br />

InSUranCe InSpeCtIOn reQUIrementS<br />

1. Inspections made by inspectors employed by insurance companies holding a Utah Certificate <strong>of</strong> Competency are accepted<br />

in lieu <strong>of</strong> inspections by division inspectors.<br />

2. Reports <strong>of</strong> certificate inspection must be filed with the division on approved forms within 30 days.<br />

3. <strong>The</strong> department must be notified immediately with a report <strong>of</strong> defects on boilers or pressure vessels that have been<br />

refused insurance on account <strong>of</strong> dangerous conditions.<br />

4. <strong>The</strong> department must be notified within 30 days <strong>of</strong> all boilers or pressure vessels on which insurance is written, canceled,<br />

not renewed, or rejected.<br />

CertIFICate OF InSpeCtIOn<br />

A Certificate <strong>of</strong> Inspection, valid for 12 months for power boilers, 24 months for low-pressure boilers, 24 months for high-pressure<br />

pressure vessels <strong>and</strong> 48 months for all other pressure vessels, is issued by the inspector. Certificate fees: see STATE FEES.<br />

State FeeS<br />

Inspection fees charged by the division for the inspection <strong>of</strong> a boiler or pressure vessel shall be set by the state legislature. For<br />

current schedule <strong>of</strong> boiler inspection fees, contact the division at 801.530.6874 or see the Web site.<br />

mISCellaneOUS<br />

1. Examinations for the <strong>National</strong> <strong>Board</strong> exam may be held at the <strong>of</strong>fice <strong>of</strong> the Labor Commission on the first Wednesday<br />

in March, June, September, <strong>and</strong> December. An examination fee <strong>of</strong> $100.00 is required, upon director approval.<br />

2. A Reciprocal Commission (certificate <strong>of</strong> competency) <strong>and</strong> identification card will be issued to an inspector holding a<br />

<strong>National</strong> <strong>Board</strong> Commission or approved state owner/user commission, upon application to the Utah Labor Commission,<br />

a payment <strong>of</strong> $25.00, <strong>and</strong> a passing grade on an oral <strong>and</strong> written examination administered by the chief boiler <strong>and</strong><br />

pressure vessel inspector. Annual identification card renewal $20.00 fee.<br />

3. Organizations performing repairs or adjustments on safety relief valves are required to have a valid “VR” authorization.<br />

4. Call the <strong>of</strong>fice <strong>of</strong> the chief boiler inspector at 801.530.6874 for a copy <strong>of</strong> the boiler <strong>and</strong> pressure vessel rules <strong>and</strong> regulations.<br />
