Mine Section jurisdiction: Same as Mechanical Unit’s OBJECTS SUBJECT TO RULES FOR CONSTRUCTION AND STAMPING <strong>and</strong> inservice<br />

inspection, except for Items 7 <strong>and</strong> 8; air receivers inspected as defined.<br />

InSpeCtIOnS reQUIreD<br />

1. Power boilers <strong>and</strong> high-pressure, high-temperature water boilers:<br />

a. One annual internal inspection;<br />

b. One annual external inspection at approximately a six-month interval from the internal inspection.<br />

2. Low-pressure steam heating boilers: one annual external inspection. Where design <strong>and</strong> construction permit, an internal<br />

inspection shall be conducted biennially.<br />

3. Hot-water heating boilers, hot-water supply boilers, <strong>and</strong> lined potable water heaters: one external inspection biennially.<br />

4. Pressure vessels:<br />

a. Mechanical Unit jurisdiction: One external inspection quadrennially; internal if design <strong>and</strong> construction permit;<br />

b. Mine Section jurisdiction: One external inspection triennially; internal if design <strong>and</strong> construction permit.<br />

Industries having maintenance <strong>and</strong> examination programs approved by the department <strong>and</strong> under Mechanical Unit jurisdiction<br />

may have internal inspection interval extended to a maximum <strong>of</strong> 24 months, provided external inspections are made every six<br />

months.<br />

InSUranCe InSpeCtIOn reQUIrementS<br />

1. An inspection made by an inspector (employed by an inspection entity), holding a Certificate <strong>of</strong> Competency received<br />

from the division, is accepted in lieu <strong>of</strong> an inspection made by a section inspector.<br />

2. All insurance companies shall immediately notify <strong>and</strong> submit a report <strong>of</strong> defects to the appropriate jurisdiction (Mechanical<br />

Unit or Mine Section), regarding any unsafe boiler or pressure vessel they refuse to insure.<br />

3. Notification to the appropriate jurisdiction (Mechanical Unit or Mine Section) shall be made within 30 days <strong>of</strong> all boiler<br />

or pressure vessel insurance that is written, canceled, not renewed, or suspended.<br />

4. Reports <strong>of</strong> internal <strong>and</strong> external inspections must be filed with the mine operator on <strong>National</strong> <strong>Board</strong> forms within 30<br />

days <strong>of</strong> inspection.<br />

5. Extension <strong>of</strong> inspection intervals may be granted upon approval <strong>of</strong> a written request submitted to the Mine Safety <strong>and</strong><br />

Training Section or to the Mechanical Unit.<br />

CertIFICate OF InSpeCtIOn<br />

1. Mechanical Unit:<br />

a. An Operating Permit is issued by the department, valid until expiration, unless a condition affecting the safety <strong>of</strong> the<br />

boiler or pressure vessel is disclosed;<br />

b. An Operating Permit issued for an insured boiler or pressure vessel shall be rendered void after the unit for which it<br />

was issued ceases to be insured by a duly authorized insurance company.<br />

2. Mine Section:<br />

a. A Certificate <strong>of</strong> Inspection issued by the insurance company for insured boilers <strong>and</strong> pressure vessels shall be filed<br />

with the mine operator <strong>and</strong> readily available for examination;<br />

b. No Certificate <strong>of</strong> Inspection issued for an insured boiler or pressure vessel shall be valid after the certificate expiration<br />

date if the boiler or pressure vessel for which it was issued ceases to be insured by a duly authorized insurance<br />

company.<br />

State FeeS<br />

Fees for inspection <strong>and</strong> services provided by the Mechanical Unit are required.<br />

1. <strong>The</strong> <strong>National</strong> <strong>Board</strong> Inspection Code has been incorporated within these regulations.<br />
