3. Pressure vessels subject to internal corrosion: certificate inspection biennially with internal inspection at discretion <strong>of</strong><br />

inspector, where construction permits.<br />

4. Pressure vessels not subject to corrosion: certificate inspection biennially (external) with internal inspection at discretion<br />

<strong>of</strong> the inspector, where construction permits.<br />

5. Pressure vessels under the supervision <strong>of</strong> an owner/user: User inspection agency shall inspect at such intervals as<br />

agreed upon with the board. Where the board has not approved owner/user frequency, above frequency shall be maintained.<br />

6. Nuclear vessels: <strong>Boiler</strong> <strong>and</strong> pressure vessel components shall be inspected in accordance with Section XI <strong>of</strong> the ASME<br />

<strong>Boiler</strong> <strong>and</strong> Pressure Vessel Code. Reactors <strong>and</strong> generators are considered boilers.<br />

7. State inspector may perform a certificate inspection on any object in which the certificate has been expired more than<br />

90 days. A fee will be charged to the owner.<br />

A grace period <strong>of</strong> two months is allowed beyond the periods listed above.<br />

InSUranCe InSpeCtIOn reQUIrementS<br />

1. Special inspectors are commissioned by the commissioner.<br />

2. Reports <strong>of</strong> inspection made by authorized insurance company inspectors or contract-fee inspectors shall be filed with<br />

the chief inspector on <strong>National</strong> <strong>Board</strong> forms within 30 days. Such inspections are acceptable in lieu <strong>of</strong> state inspections.<br />

3. Hazardous conditions found at time <strong>of</strong> inspection must be reported immediately to the chief inspector on <strong>National</strong><br />

<strong>Board</strong> forms.<br />

4. Insurance companies shall notify the chief inspector within 30 days <strong>of</strong> all boilers or pressure vessels on which insurance<br />

is written, canceled, or not renewed. Notification is also required when coverage is suspended because <strong>of</strong> unsafe conditions.<br />

5. Any person, firm, partnership, or corporation operating pressure vessels in the commonwealth may seek approval <strong>and</strong><br />

registration as an owner/user inspection agency through the chief inspector. Qualifying agencies shall maintain a penal<br />

bond in the amount <strong>of</strong> $5,000.00 <strong>and</strong> be subject to the same reporting requirements as listed above.<br />

CertIFICate OF InSpeCtIOn<br />

1. Certificate <strong>of</strong> Inspection, valid for not more than 14 months for power boilers <strong>and</strong> for not more than 26 months for lowpressure<br />

boilers <strong>and</strong> pressure vessels, is issued by the commissioner upon the payment <strong>of</strong> a $20.00 fee to the commissioner.<br />

2. No Certificate <strong>of</strong> Inspection issued for an insured boiler or pressure vessel shall be valid after the boiler or pressure vessel<br />

ceases to be insured by a duly authorized insurance company.<br />

3. Inspection certificates are not required for pressure vessels inspected by an authorized owner/user inspection agency.<br />

4. Annual reporting <strong>of</strong> inspections is required.<br />

“Special” inspection fees are determined by the inspector or inspection agency.<br />

mISCellaneOUS<br />

1. Examinations for Certificates <strong>of</strong> Competency are held at the <strong>of</strong>fice <strong>of</strong> the commissioner on the first Wednesday in March,<br />

June, September, <strong>and</strong> December. Examination fee is $50.00.<br />

2. Certificate <strong>of</strong> Competency <strong>and</strong> identification card are issued to inspectors who have passed the examination referred to<br />

previously <strong>and</strong> have paid the examination fee. Certificate <strong>and</strong> card may also be issued to a holder <strong>of</strong> a valid commission<br />

or Certificate <strong>of</strong> Competency from a state that has a st<strong>and</strong>ard <strong>of</strong> examination substantially equal to that <strong>of</strong> Virginia, <strong>and</strong> a<br />

valid commission <strong>and</strong> identification card issued by the <strong>National</strong> <strong>Board</strong>. Application shall be made on forms provided by<br />

the chief inspector at a fee <strong>of</strong> $20.00. <strong>The</strong> application shall be accompanied by a photostatic copy <strong>of</strong> the applicant’s commission,<br />

Certificate <strong>of</strong> Competency, <strong>and</strong> identification card.<br />
