6.2.1 Public ParticipationIn terms of Chapter 4, Section 16 of the Municipal Systems Act, municipalities are required todevelop a culture of public participation and consult their respective communities ondevelopmental issues. Umzinyathi District Municipality will undertake IDP / Budget publicengagements in all four local municipalities to obtain inputs and comments from the communityon developmental issues that need to be addressed in the 2013/14 IDP Review6.2.2 Customer Satisfaction SurveyEffective and efficient service delivery to communities features high on the agenda of the SouthAfrican government. Local government (municipalities) is one of the major delivery channels inthe South African three-tiered governmental system that can impact positively on the daily livesof South Africans. Basic services and facilities such as water, electricity, a clean environmentand secure living conditions are some of the basic needs provided by municipalities to theircommunities.During the current financial year, the municipality undertook the preparation of the secondcustomer satisfaction survey, which has been completed and the outcome of the survey will beincluded in the final 2013/14 IDP Review. The Customer Satisfaction Survey will also contributeto improving communication between the municipality and the community in determining thesocial and economic needs that require urgent attention and deemed necessary to improve thequality of lives.6.3.
