3.6.4 DISASTER MANAGEMENT CHALLENGESLack of Disaster Management Plans in Msinga and Nquthu Municipalities;Lack of Disaster Management personnel in the local municipalities to co-ordinateand manage disaster management matters; which leads to poor attendance of theforum and committee meetings;General lack of understanding by councilors and the community on disastermanagement legislation and the policy framework, which creates confusionbetween councilors and officials when dealing with disastrous events.3.6.5 DISASTER MANAGEMENT INTERVENTIONSThe Umzinyathi district municipality recruited and trained forty (40) disastermanagement volunteers in March 2011. These volunteers are based at the localmunicipalities and work together with the disaster management officials of the localmunicipalities;Umzinyathi District municipality established the Disaster Management AdvisoryForum and it involves the local municipalities and other stakeholders involved indisaster management in the area, and meets on quarterly basis;Umzinyathi District municipality established a coordinating committee with theintention of coordinating and monitoring the fire services throughout the district,and the committee meets on quarterly basis;Technical support has been provided by the district with the development ofNquthu Disaster Management Plan;The Department of Rural Development and Land Reform has appointed a ServiceProvider to assist with the development of Msinga Municipality DisasterManagement PlanGood working relationship with the Provincial Disaster Management Centre andalso provides support in carrying out assessments of disastrous events.3.6.6 DISASTER MANAGEMENT RECOMMENDATIONSReview of Umzinyathi District Municipality Disaster Management Plan;Effective implementation of the Disaster Management Plans;Continous undertaking of the awareness campaigns for disaster management; andInstallation of the lightning conductors to mtigate striking lightning.Draft 2013/14 IDP Review Page 314Prepared by Umzinyathi District Municipality22 March 2013
