The Agricultural Sector: Agriculture & Agri-processingThe industrial sectorPrimary sectors of tourism potential are beach, cultural and ecotourism.The service sectorThe KwaZulu Natal Growth and <strong>Development</strong> Strategy 2011 (PGDS)The <strong>KZN</strong> PGDS 2011 list seven strategic goals within which theProvincial SDF is embedded. These goals are supported by 30objectives and linked to 124 interventions. These goals deal with: Job creation Human resource development Strategic infrastructure Responsible climate change Governance and policy Spatial equity.Within this framework, the provincial SDF was developed around anumber of “sustainability pillars” based on economic efficiency, socialequality, and ecological integrity. The sustainability pillars gave rise tonine spatial principles, namely:Environmental planningEconomic potentialSustainable communitiesLocal self sufficiencySpatial concentrationSustainable rural livelihoodsBalanced developmentAccessibility Coordinated implementation.The provincial area was assessed in terms of social needs, economicpotential, environmental vulnerability, and accessibility to establish fivelevels of intervention.
