1.5 Principles underlying national development objectivesObjectiveEfficiencyDescriptionThe objective of efficiency requires that optimaldevelopment levels and functionality must beachieved with the minimum expenditure ofresources. The concept relates to both functionaland operational aspects and includes issues such asgrowth management, optimal utilisation of strategiclocations, usability, mobility, productivity, andaccessibility. The lack of executive functions limitsthe municipal area in achieving this at a detailedlevel.Sustainability The objective of sustainability requires thesustainable management and use of both naturaland man-made resources. Land use anddevelopment decisions must promote a harmoniousrelationship between the built and the naturalenvironment while ensuring that land development issustainable over the long term. Other aspects thatneed to be considered in the sphere of sustainabilityare conservation, environmental health anddegradation, economic sustainability and communitysatisfaction. The principle of sustainabledevelopment is relevant throughout the entiremunicipality and in particular the SouthernDrakensberg. Finding means of achieving balancebetween the conservation of this area and economicdevelopment is an important focus area of theSpatial <strong>Development</strong> Framework.ObjectiveIntegrationLivabilityimageandDescriptionnetworks. Through planning, all residentsirrespective of race, gender, ethnicity, faith or incomeshould be dealt with in an equitable way. Theobjective of equity also refers to the manner in whichplanning will address the inequitable legacy inheritedfrom the past.The objective of integration requires that theseparate and diverse elements involved indevelopment planning and land use should becombined and coordinated into a more complete orharmonious whole. The objective of integrationreflects the need to integrate systems, policies andapproaches in land use planning and development.Firstly, it requires that the planning process isintegrated, and secondly look at spatial integration ofdifferent land uses, transportation, and places ofliving with places of working and shopping andrelaxing.Livability and image include aspects such asconvenience, safety, security and all other aspectsrelated to one’s experience of the physicalenvironment, either as a resident or as a visitor.
