Second are community services andgovernment which together accounts for more than 37% of all jobs in themunicipal area. Agriculture and manufacturing is significant with the rest ofthe sector contributing to a lesser extent.8.5 Sector changes and growth prospectsThe process up to now has addressed the external legislative and policyenvironment, the status and extent of the existing developmentenvironment and the most important changes and the expected impact of8.6 AgricultureMany of the issues and factors addressed in the previous sectionsunderpin agricultural development in the municipality. Where the previoussections dealt with the biophysical factors, socio-demographic profiles,access to infrastructure and the demographic and economy of themunicipality, this section deal more specifically with potential foragriculture and development created through the integration of all thesefactors.8.7 Land capabilityOverall, agricultural potential is a combination of many factors. It gives anindication of the type of activity that is most suited in a particular area andthe capability of the land. Land capability is determined mainly by thecollective effects of soil and terrain features and climate. However, theremay be circumstances in which the planner would first attempt to rate soilcapability as such before considering the influence of climate on the use ofthe land. This aspect was dealt with in the previous section on soilpotential. In the process of assessing the potential of the use, the currentlimitations of the land were considered. However, it might be possible toovercome some of the limitations through, for example, fertilization orliming.The capability classification system used in this section for analysispurposes was applied to rain fed agriculture and excludes any form ofirrigation. Economic considerations such as proximity to markets andcapital resources of the farmer are not criteria for land capability. The landsuitability is presented in a hierarchy ranging from land with few limitationson its use starting with crop production through a range of other lessintensive uses such as pasture, natural grazing, forestry, and wildlife.
