13. Natural Structuring ElementsNatural Open Space SystemThe natural opens space system is depicted on the map as “Priority Conservation Areas” and “Existing Conservation Areas”.In dealing with natural structuring elements the following principles shouldapply when development may affect the natural open space system andenvironment: The environment should be planned and managed as a singleintegrated system. This includes micro system in denser developedarea as well as the broader environment at a municipal scale.The natural open space system should be protected from intrusive,irresponsible and ad hoc developments that damage the ecologicalintegrity as well as visual quality of these areas and will result inenvironmental degradation.Where appropriate, a continuous open space system must bedeveloped in the municipality. This means that in certain areaswhere natural open space is currently affected by activities themunicipality must intervene through partnership arrangements withstakeholders in order to ensure that these ecological corridors canbe created and are able to function appropriately.Not all areas are equality important. Focus should be placed onand resources allocated to those consolidated natural open spaceareas where long-term ecological sustainability can be achieved.Although the SDF aims to make proposals that respect the ecological integrity and environmental sustainability of the area, it may benecessary in certain instances to re-evaluate environmental potential against development potential in order to achieve the truly sustainabledevelopment of the area.Draft <strong>2013</strong>/20<strong>14</strong> <strong>IDP</strong> <strong>Review</strong> Page 212Prepared by Umzinyathi District Municipality22 March <strong>2013</strong>
