HousingThe Housing Act of 1997 (Act 107 of 1997 defines “housing development”as:1(vi) “… the establishment and maintenance of habitable, stable andsustainable public and private residential environments to ensure viablehouseholds and communities in areas allowing convenient access toeconomic opportunities, and to health, educational and social amenities inwhich all citizens and permanent residents of the Republic will, on aprogressive basis, have access to:(a) permanent residential structures with secure tenure, ensuring internaland external privacy and providing adequate protection against theelements; and(b) potable water, adequate sanitary facilities and domestic energysupply.”This definition links all the key elements in the urban environment.However, housing is not the focus of the SDF but housing remains one ofthe most important aspects in development.Map 21: The distribution of housing structures6.1 The spatial aspects of housingThe distribution of housing across the municipality is important. The mapshows the distribution of houses throughout Umzinyathi. The general lowdensityspread of settlement is very evident and the impact of topographyon housing is noticeable. In this sense, mountain-ridges and river valleysare important settlement areas.
