Principle 2:Principle 3:Principle 4:for the achievement of poverty alleviation.Government spending on fixed investment should be focused onlocalities of economic growth and / or economic potential in order to gearup private sector investment, stimulate sustainable economic activitiesand create long-term employment opportunities.Where low economic potential exists investments should be directed atprojects and programmes to address poverty and the provision of basicservices in order to address past and current social inequalities.In order to overcome the spatial distortions of Apartheid, futuresettlement and economic development opportunities should bechannelled into activity corridors and nodes that are adjacent to or linkthe main growth centres in order for them to become regional gatewaysto the global economy.3.3 National <strong>Development</strong> PlanThe National <strong>Development</strong> Plan has been prepared by the National <strong>Planning</strong> Commission,which was appointed by the President and it is not a government department. The purpose ofthe National <strong>Planning</strong> Commission serves to advice government on issues impacting long termdevelopment. The National <strong>Development</strong> Plan has a vision and targets to be achieved from nowtill 2030.The National <strong>Development</strong> Plan is a step in the process of charting new path for the country. By2030, the plan seeks to eliminate poverty and reduce in quality and create employment and itserves to change the life chances of millions of the people.
