The volunteers received training in the following: Basic Fire fighting Basic First Aid Communication Basic Disaster Management Evacuation3.2 Disater Management PlanIn terms of the Disaster Risk Management Act 2002, (Act No.57 of 2002), Section 53, eachmunicipality must prepare a disaster risk management plan for its area according thecircumstances prevailing in the area.The Umzinyathi district municipality, through a serviceprovider, compiled a district disaster management plan in 2009. During the current financialyear, The Umzinyathi District Municipality appointed a service provider to review the disastermanagement plan. Phase one of the of th review process for the plan has been completedwhich was a desktop exercise.Currently, the review process of the plan is at level two which complies with the requirements ofsection 3.1.1.2 of the Disaster Risk Reduction within the Policy Framework for Disaster RiskManagement in the Province of KwaZulu-Natal. The review process of the plan is expected tobe completed in May <strong>2013</strong>, which will cover the risk assessment, risk reduction, response andrecovery, training and awareness and funding requirements.3.3 Disaster Management Advisroy ForumSection 51 of the Disaster Management Act (Act 57 of 2002) states that the districtmunicipalities may establish a municipal disaster management advisory Forum. UmzinyathiDistrict Disaster Risk Management Advisory Forum was established on 07 th December 2004.According to subsection (1), a forum is a body in which the municipality and other keystakeholders consult one another and co-ordinate their actions on matters relating to disastermanagement in areas under their jurisdiction. Umzinyathi District municipality advisory forum ismade up of all relevant stakeholders within the district who may be involved on issues related todisaster management.3.4 Disaster Risk AssessmentThese risks have been identified during the risk analysis workshops with communitiesthroughout the district as well as historical data gathered from incident assessments over thepast four years.Draft <strong>2013</strong>/<strong>14</strong> <strong>IDP</strong> <strong>Review</strong> Page 74Prepared by Umzinyathi District Municipality22 March <strong>2013</strong>
