The secondary corridor throughDannhauser to Dundee is not as important to UDMas the Dundee - N11 link at the Sunset rest/FortMistake intersection. Currently road quality maynegatively impact on the status of this corridor.The R33 from Vryheid to Dundee is important butthe R68 link from Vryheid through Nqutu to Nkandlamight not be a priority in the UDM context. It servesmainly an inter-regional rather than any explicit localfunction.The Weenen-Tugela Ferry link is of regionalimportance and it should naturally extent to Estcourtand the N3. Current movement volumes along thisrout are very high.The link between Nkandla to Kranskop affects theUDM area as a secondary corridor but is not apriority in the UDM context.The further extension of the R74 from Kranskop tothe south into Ilembe affects the UDM area but thissecondary corridor is not a priority in the UDMcontext.The extension of the R33 from Greytown throughNew Hannover to Pietermaritzburg is very importantfor UDM and should be regarded as a priority linkbetween the two DM’s.2.4 Surfaces identified in the PSDF and affecting UDM and itsneighbours SocialinterventionareasThe social intervention areas are more or less thesame as the areas under traditional leadership. Theyare marked by low intensity and low-densitysettlement. The cut across the UDM borders with all Economicsupportareas Economicvalue addingareas Biodiversitypriority area1 Agriculturalinvestmentareasthe DM’s as continuous areas except in the casebetween UDM and Amajuba and UDM andUmgungundlovu DM.The link in the PSDF between the Endumeni LMaround Dundee and Glencoe with the Amajuba DMarea. There are no cross border linkages with otherDMs.Not applicable to any of the DM’s and UDM.Three areas affect UDM and link it to its neighbours.The Biggarsberg range extents eastwards intoAmajuba and cuts across to Zululand DM. The rangethat runs east west north of Greytown links UDM withthe areas south of Estcourt through to theDrakensberg. The same area also extends eastwarduntil it links with the lower Tugela valley betweenUthungulu and Ilembe. The last area that link the UDMwith Ilembe is the Mvoti River running from MountAlida eastwards into Ilembe.It is only the areas south of Greytown, linking to thearea around New Hannover in Umgungundlovu that isindicated as agricultural investment areas. There areno other cross border linkages in this regard.2.5 Intra-district alignmentThe existing Umzinyathi SDF and the SDFs of the four constitutingmunicipalities was the point of departure for this SDF. In this process,important principles do apply in terms of the South African governmentsystem.The Province, DM and LMs are recognised as constitutionallyindependent, as separate spheres of government, each responsibleto meet their constitutional mandate and execute their respectivepowers and functions.
