DISASTER MANAGEMENT3.1 Status of the Municipal Institutional CapacityIn terms of the Disaster Risk Management Act 2002, (Act No.57 of 2002), Section 43-50outlines the establishment and functions of the Centre in order to ensure an integrated and coordinatedapproach to Disaster Risk Management within the district.Umzinyathi DistrictMunicipality Disaster Management Risk Centre was established in August 2003, and is fullyfunctional 24 hours a day, 7 days a week.The Umzinyathi District Municipality Disaster Management Risk Centre has a Head DisasterManagement and four Disaster Management Officers. Section 58 of the Disaster ManagementAct (Act 57 of 2002) provides for the establishment of a unit of volunteers by a districtmunicipality if it so wishes.
