It implies that special attentionwill have to be paid to all development affecting the river system. The Umvoti River isalready critically endangered and all development that might impact or affect the river willhave to be very carefully monitored.The catchment areas are vulnerable since large areas are exposed to erosion andagricultural practices in the traditional areas results in little or no ground cover.
