The following nodes is the focus of development in the municipal area:The Glencoe/Dundee Urban Complex as the first order node and coreurban area. <strong>Development</strong> in Umzinyathi had and will centre on theGlencoe/Dundee Urban Complex as first order node. This node has avery distinct role to play in the municipal area and it is the most significanturban area in the area and is recognised as such in the PGDS. The nodeis well established and provides the full range of business, communityand government services to the municipal area.Greytown, Nqutu, and Tugela Ferry as second order nodes areimportant as higher order service nodes. There importance lies in theirroles as administrative seats of the three municipalities. Greytown isstructurally well developed and it exhibits all the characteristics of aregional service centre. Nqutu and Tugela Ferry do have commercial andcommunity facility elements that define its role as service centres but usstructural deficient in the sense that they do not have a strong and welldevelopedresidential base. Very specific development strategies shouldbe formulated to encourage and strengthen these nodes in order to fulfilltheir rightful role in the development landscape.Wasbank, Nondweni, Pomeroy and Kranskop are municipal servicepoints. However, under normal conditions of development and growth withless limitations of mobility, one would not have opted for these for inclusion inthe SDF. The resource base is simply too limited to support this many nodalpoints. However, given the nature and expansiveness of existingdevelopment patterns they have a role in providing very basic services totheir immediate areas. Their development should however not beencouraged, its development should be limited to low levels of investmentfocusing on very basic service and community facilities.
