7.6 Sector Plans Water Services <strong>Development</strong> PlanUmzinyathi DM is the Water Services Authority (WSA) for the entire district in terms of Section 1of the Water Services Act, 1997. The municipality has a Water Services <strong>Development</strong> Plan inplace which serves to assist the municipality to align the projects set out by the Water ServicesAuthority and that of the <strong>IDP</strong> in terms of providing water and sanitation services to the entiredistrict. It also helps with understanding the water services requirements and to effectively planand manage the projects. Integrated Waste Management PlanUmzinyathi District Municipality has the Integrated Waste Management Plan which serves toaddress the waste management and disposal matters. The municipality is in the process ofappointing a service provider to review the plan in partnership with the Department ofEnvironmental Affairs to ensure that it provides a holistic approach in dealing with wastemanagement, and the outcome of the plan will be integrated in the final <strong>IDP</strong>.Integrated Public TransportationDuring <strong>2013</strong>/<strong>14</strong> financial year, the municipality will review the Integrated Public Transport Planas required in terms of the National Land Transport Transition Act (Act 20 of 2000). The plan willassist the district family of municipalities in making informed planning decisions regarding publictransport.The municipality is also currently undertaking Rural Road Asset Manageemnt System todetermine the road conditions, facilities required and also to quantify the funding requirement toimprove their conditions.7.7 Operation Sukuma SakheThe main aim of Operation Sukuma Sakhe / War on Poverty campaign is to reach out to morepoverty stricken communities, with the intention of making maximum impact on thosecommunities in the shortest possible way, and also to ensure that communities including theprivate and the public sector join forces to fight against poverty.
