MUNICIPALSTRUCTURECouncilRESPONSIBILITYAs the ultimate political decision-making body of the municipality, theMunicipal Council has to:ooooConsiders comments made in the previous <strong>IDP</strong> <strong>Review</strong> Processand adopts a new Framework / Process Plan (FP / PP);Ensures the consideration of the national and provincial budgetingprocesses as well as inform the municipal budgeting process;Adopts the final <strong>IDP</strong> or <strong>IDP</strong> <strong>Review</strong> by the end of June annually;andApproves Sector Plans upon their completionExecutiveCommittee<strong>IDP</strong> SteeringCommittee<strong>IDP</strong>RepresentativeForum<strong>IDP</strong> ManagerThe Executive Committee:o Delegate the overall management, co-ordination and monitoring ofthe process and drafting of the <strong>IDP</strong> to the Municipal Manager; ando Approve nominated persons to be in charge of the different roles,activities and responsibilities of the process and drafting.Consists of the Municipal Manager, <strong>IDP</strong> Manager and the MunicipalHeads of Departments, their functions are as follows:o Takes guidance from the <strong>IDP</strong> RF;o Drafts the <strong>IDP</strong> document and processes;o Makes content recommendations in terms of the <strong>IDP</strong>; ando Appoints task teams as and when required.Consists of <strong>IDP</strong> Steering Committee members, Sector Departments,business, service providers, traditional leader’s representatives, NGO’sand civil society organizations. The role of the Representative forum isto:o Guides and directs <strong>IDP</strong> Steering Committee;o Represents community interests;o Is a mechanism for discussion, negotiation & decision making;o Ensures communication amongst all stakeholder; ando Monitors the planning and implementation process.The role of the <strong>IDP</strong> manager is to assist the Municipal Manager in theco-ordination and management of the <strong>IDP</strong> process. This entails:o Being responsible for secretarial services associated with the <strong>IDP</strong>meetings;o Responding to comments on the draft <strong>IDP</strong> from the publiccomments;o Horizontal and vertical alignment with other spheres of government;ando Responsible for the development of the <strong>IDP</strong> as delegated by theMunicipal Manger on behalf of Council;o Ensure advertisement and submission of the <strong>IDP</strong> to COGTA;o Day to day management of the <strong>IDP</strong>.Draft <strong>2013</strong>/<strong>14</strong> <strong>IDP</strong> <strong>Review</strong> Page 88Prepared by Umzinyathi District Municipality22 March <strong>2013</strong>
