Oneshould accept that as long as the population’s mobility remains as low as itis, it will be impossible to render social services in a cost effect way. Tocounter this problem there should be a conscious effort to increasesettlement in the primary and secondary nodes and to discourage it in anyother area. Although third order nodes are recognised, one would rathertry to direct investment and service provision away from them to the higherorder nodes. This will need a coordinated effort between tribal authorities,the respective Councils, and all provincial and national departmentsrendering services in the municipal area. While service delivery and theextension of services need to be very selective and focused, one needs toaddress mobility in the total municipal area.
