It is important to ensure that residents of these settlements are not justhoused in any rural location, which is devoid of services, facilities andeconomic opportunities, there are certain principles that should inform thedevelopment of rural housing. These are: Rural housing should as matter of principle be discouraged and housingdelivery should focus on the first and second order nodes.Rural housing should focus on providing housing to people who areconnected to the rural economy.Rural housing development should focus on particular locations in therural environment where consolidated settlements can be developed. Byfocusing housing developments in particular locations in the ruralenvironment, it will become possible to develop more sustainablesettlements with all basic social services and facilities, rather than havingsmall scattered housing settlements across the rural environment where itis not feasible to provide services and facilities to each of thosesettlements.<strong>14</strong>. Implementing the SDFStrategic objectives for guiding the implementation of the SDFTo give impetus and effect to the Council’s vision and the principles driving it, the SDF has an important role to play. However, this role islargely defined by the development realties driving long term development and the ability of the Council to give affect to a spatialimplementation strategy and programme to support the objectives of the SDF.The earlier assessments deal in detail with the factors affecting and determining the extent of development in the municipal area. Thefollowing are key considerations:1. Population growth is low and negative growth is expected within the next two to three years. Spatial reconstruction through activepopulation growth is not an option.2. The permanent migration of economic active males is a feature of the labour market.3. Economic growth is driven by the services sector and in particular government services. The primary and secondary sectors arestagnant and do not show short-and medium-term growth expectations.4. Agricultural potential vary throughout the district but better potential is limited to the Dundee/Glencoe and Greytown areas.
