SECTION G: ANNUAL OPERATIONAL PLAN (DRAFT SDBIP)1. DRAFT SERVICE DELIVERY AND BUDGET IMPLEMENTATION PLANThe 2013/14 Service Delivery and Budget Implementation Plan will be prepared oncethe IDP and Budget have been approved and adopted by Council in May 2013, andwill be prepared within 14 days after the budget is adopted by Council in May 2013, asrequired in terms of Circular 13 of the Municipal Financial Management Plan.The Service Delivery and Budget Implementation Plan will be prepared as required bythe Municipal Finance Management Act (MFMA) using the National Treasury circularidentifying key components as follows:Monthly projections of revenue to be collected for each source;Monthly projections of expenditure (Operating and Capital) and revenue foreach vote;Quarterly projections of service delivery targets and performance indicators foreach vote;Ward information for expenditure and service delivery; andDetailed capital works plan broken down by ward over three years.Draft 2013/2014 IDP Review Page 290Prepared by Umzinyathi District Municipality22 March 2013

ORGANISATIONAL PERFORMANCE MANAGEMENT SYSTEMPerformance Management is a strategic approach to management, which equipleaders, managers, employees and stakeholders at different levels with a set of toolsand techniques to regularly plan, continuously monitor, periodically measure andreview performance of the organisation in terms of indicators and targets for efficiency,effectiveness and impact.Chapter 6: of the Municipal Systems Act (No 32 of 2000) requires municipalities to:Develop a performance management system;• Set targets, monitor and review performance based on indicators linked to theirIDP;• Publish an annual report on performance for the councillors, staff, the publicand other spheres of government;• Incorporate and report on a set of general indicators prescribed nationally bythe minister responsible for local government;• Have their annual performance report audited by the Auditor-General; and• Involve the community in setting indicators and targets and reviewing municipalperformance.2001: Municipal Planning and Performance Regulations states that:Performance Management System must entail a Framework that describes andrepresent how the municipality’s cycle and process of performancemanagement, including measurement, review, reporting and improvement, willbe conducted;Draft 2013/2014 IDP Review Page 291Prepared by Umzinyathi District Municipality22 March 2013
